In May, 1995 the Environmental Council of States and the Environmental Protection Agency (EPA) signed a "Joint Commitment to Reform Oversight and Create a National Environmental Performance Partnership System," or NEPPS as it is often called.
NEPPS is designed to promote a better working partnership between state environmental agencies and the EPA. It provides for Performance Partnership Agreements (PPAs) that are based on joint planning and priority-setting and emphasize environmental results and Performance Partnership Grants (PPGs) that allow states the flexibility to combine two or more environmental program grants into a single PPG.
