AIR QUALITY
Sterigenics US company has proposed to change maximum pH level allowed in the Ceilcote acid-water scrubber liquor from 1.0 to 2.0. It also proposes to use the level of ethylene glycol solution as the monitoring parameter for the Ceilcote acid-water scrubber instead of ITS concentration.
The source will be located in Salt Lake County, which is a non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a maintenance area for ozone and CO (Salt Lake City). There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) do not apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations Part 63 subpart O (Ethylene Oxide Emissions Standards for Sterilization Facilities) applies to this source. Title V of the 1990 Clean Air Act does not apply to this source as the US EPA has granted a permanent exemption in December 2005 for area sources of ethylene oxide.
The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA as follows:
1) The pH of the ethylene glycol solution in the Ceilcote scrubber shall not exceed 2.0
2) The ethylene glycol liquor level shall be the monitoring parameter for the Ceilcote acid-water scrubber
There will be no change in its potential to emit emissions. The emissions, in tons per year, will be as follows: PM10 = 0.40, NOx = 3.33, SO2 = 0.02, CO = 0.70, VOC = 4.25, HAPs = 2.08.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Sunnyside Cogeneration Associates (SCA) operates an electric power plant near Sunnyside, Utah. The Sunnyside Plant is a waste coal-fired steam electric generating plant located in Carbon County. SCA is requesting approval to modify the coal processing system at the Sunnyside plant. SCA is planning on replacing the existing Primary Crusher with a Primary Screen. The new Bivitec screen will allow SCA to pre-screen all materials prior to crushing. SCA is also planning on replacing the existing Secondary Screen, and modify the existing baghouse to include two presently existing uncontrolled conveyor transfer points.
Carbon County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) Subpart Db (Standards of Performance for Industrial-Commercial-Institutional Steam Generating Units) applies to the Sunnyside plant. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to the Sunnyside plant. Title V of the 1990 Clean Air Act applies to the Sunnyside plant. The Title V operating permit for this source shall be amended prior to the operation of the approved modifications. There will be a 1.24 ton per year (tpy) decrease in PM10 emissions. The potential to emit PM10 emissions will be 142.80 tpy.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Deseret Chemical Depot (DCD) is owned and operated by the United States Army for the purpose of storing and maintaining a portion of the nation’s chemical munitions stockpile. Currently there are three Approval Orders (AO) for the DCD depot. One AO is for the Tooele Chemical Agent Disposal Facility (TOCDF) area, one AO is for the Chemical Agent Munitions Disposal System (CAMDS) area and the DCD AO is for the remainder of the depot. DCD has requested that the AOs for DCD and TOCDF be consolidated into one AO. The TOCDF is located within the DCD and the purpose of the TOCDF is to destroy the chemical munitions stored at DCD using incineration as the primary means of treatment. DCD has also requested approval to add two 45 kW generators. These generators will be used to provide electrical power for Area 10 igloo heating equipment. DCD is located in the attainment area of Tooele County for the National Ambient Air Quality Standards (NAAQS). New Source Performance Standards (NSPS) and Maximum Achievable Control Technology (MACT) regulations apply to the TOCDF area at the DCD. Title V of the 1990 Clean Air Act applies to this source. The emissions, in tons per year, will change as follows: PM10 + 0.53, NOx + 7.44, SO2 + 0.50, CO + 1.61, VOC + 0.59. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 23.90, SO2 = 79.73, NOx = 183.02, CO = 56.95, VOC = 7.78, and HCl = 8.80.

Silver Creek Water Reclamation Facility is a municipal wastewater treatment facility serving a portion of the Park City area. The facility wishes to update their limits on ammonia and bacterials to reflect the new standards.

AIR QUALITY
Chapman Construction, Inc. Various locations throughout the State of Utah.
Intent to Approve Portable Aggregate Processing Equipment.
This plant would emit all air pollutants at the rate of less than 100 tons per year.
The engineering evaluation has been completed and the project would not result in adverse air quality impacts. It is the intent of the Executive Secretary to approve the project.
The source can operate at various locations throughout the State of Utah. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) 40 CFR 60 Subparts OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.
Visible emissions shall be limited to the opacity values stated below, and water sprays shall be required for the control of fugitive dust.
All crushers – 15% opacity
All screens – 10% opacity
All conveyor transfer points - 10% opacity
All diesel engines - 20% opacity
Conveyor drop points - 20% opacity
All other points - 20% opacity
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

SOLID AND HAZARDOUS WASTE
Deseret Chemical Depot will hold an information meeting on April 26, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Mod (06.01176) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF recently installed new liners for Sumps 107, 146, 147, 149, and 168. The type of liner that was installed is smaller than what is noted on RCRA drawing TE-00-S-909 and in Table 4, Hazardous Waste Sump Systems, of the RCRA Permit. TOCDF is seeking to update the permit to these current configurations by adding a notation to the drawing referenced above stating that the maximum distance between the sump liner and the concrete vault can be greater than 3 inches for the five sumps that have the smaller liners and updating Table 4 to contain the corrected dimensions of the sumps.

West Ridge Resources, Inc., West Ridge Mine is requesting a Utah Pollution Discharge Elimination System (UPDES) Permit.
The West Ridge Mine is presently covered by UPDES General Permit No. UTG040023. However, due to increased mine water flows, it has become difficult for West Ridge Mine to meet the general coal permit effluent limit for total dissolved solids. Therefore, West Ridge has applied to the State of Utah, Division of Water Quality to obtain an individual UPDES permit.

E.A. Miller is requesting a Utah Pollutant Discharge Elimination System (UPDES) Permit.
E.A. Miller is a complex slaughterhouse and meatpacking plant presently covered by UPDES Permit No. UT0000281. In addition to the existing limits, E.A. Miller will be receiving new limits on phosphorus that will apply in a schedule after they construct additional treatment for their wastewater.
