WATER QUALITY

Moroni Wastewater Treatment Plant is requesting a modification to the Utah Pollutant Discharge Elimination System (UPDES) Permit.

Moroni had an activated sludge treatment process but has recently changed to a mechanical screen, primary clarifier, pre-aeration basin then to the membrane bioreactor system with UV disinfection. The Sludge is pumped to two aerobic digesters and then to the solids handling facility for dewatering. Due to the change in process a TRC (total residual chlorine) limit is no longer necessary. This modification will eliminate the need to test for TRC and change the frequency of monitoring for TDS (total dissolved solids).

This plant would emit all air pollutants at the rate of less than 100 tons per year.

The engineering evaluation has been completed and the project would not result in adverse air quality impacts. It is the intent of the Executive Secretary to approve the project.

The source can operate at various locations throughout the State of Utah. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) 40 CFR 60 Subparts OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. The limitations that are listed in the ITA for the new equipment include:

Opacity shall be limited to the values stated below and water sprays shall be required for the control of fugitive dust.

All crushers - 15% opacity
All screens - 10% opacity
All conveyor transfer points - 10% opacity
All diesel engines - 20% opacity

Longview Fibre Paper and Packaging Inc. (Longview) submitted a Notice of Intent to modify Approval Order DAQE-AN1789007-06, to add an Asitrade Laminator Wet End. This is an upgrade to the existing Asitrade Corrugator/Laminator. This upgrade will increase the consumption of corrugator glue but will not increase emissions.

The source will be located in Utah County, which is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. There will be no violations of the NAAQS resulting from this project.

The Deseret Chemical Depot will hold an information meeting on November 8, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 modification (06.03278) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. The TOCDF is proposing to incorporate additional guidance from the Department of Army, U.S. Army Chemical Materials Agency (CMA). The CMA has issued guidance to provide additional clarification for the definitions of Short-Term Exposure Limit (STEL) and an expanded definition for the term Vapor Screening Limit (VSL). In addition, TOCDF is proposing a change to modify the automatic sampling sequence for each MDB Exhaust Filter Unit Automatic Continuous Air Monitoring System (ACAMS) to monitor sequentially at filter mid-bed 2, mid-bed 3, and the filter enclosure regardless of the operational status of the filter unit.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Available Control Technology (MACT) regulations and Title V of the 1990 Clean Air Act do not apply to this source. This area source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The emissions, in tons per year, will be as follows:

Asphalt Materials operates an asphalt plant and an asphalt recycling plant located at 7961 South 1300 West in West Jordan, Salt Lake County, a nonattainment area for PM10 and SO2. New Source Performance Standards (NSPS) 40 CFR 60.90 to 60.93 (Standards of Performance for Hot Mix Asphalt Facilities), and Subpart OOO, 40 CFR 60.670 to 60.676 (Standards of Performance for Nonmetallic Mineral Processing Plants) apply to this installation. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.

The source has proposed to increase production for the Recycle Plant from 50,000 tons per year to 150,000 tons per year. The materials processed at the Recycle Plant shall include recycled asphalt, Portland cement concrete, roadbase top soil, sand, gravel or other screenable materials. There will be 0.87 tpy emission increases in PM10. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 24.73, NOx = 8.49, SO2 = 2.36, CO = 31.31, VOC = 5.67 and HAPs (aldehydes) = 1.01

TEAD is requesting approval to change the limits on the emergency generators at TEAD. Currently the generators are identified as to which building they are located in. This requires that the AO be modified if they move the generator to a new building. TEAD has requested that the large emergency generators that are greater than 600 horsepower (447 kW) be identified as to which building they are located in and the smaller generators not have a building listed for their location. The generators will have a limit based on the kW-hrs used per rolling 12-month period. TEAD is located in Tooele County. Tooele County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. National Emission Standards for Hazardous Air Pollutants apply to a furnace that is not listed in this document and Title V of the 1990 Clean Air Act applies to this source. TEAD is a minor Title V source. There will be no increase in the annual emissions.

Storm water drainage areas covered by this permit include but are not limited to discharges from industrial plant yards; immediate access roads and rail lines used or traveled by carriers of raw materials, manufactured products, waste material, or by-products used or created by the facility; material handling sites; refuse sites; sites used for the application or disposal of process waste waters; sites used for the storage and maintenance of material handling equipment; sites used for residual treatment, storage, or disposal; shipping and receiving areas; manufacturing buildings; storage areas (including tank farms) for raw materials, and intermediate and finished products; and areas where industrial activity has taken place in the past and significant materials remain and are exposed to storm water. Areas on industrial sites that are not regulated and need not be included in this permit (providing the storm water from these areas do not mix with storm water from regulated areas) are any undisturbed areas, office complexes not immediately connected with other industrial areas, and parking lots for office complexes (unless industrial materials or equipment travel over these parking lots). This permit regulates storm water only.

Kennecott Utah Copper Corporation (KUCC) has requested to modify some of the testing and monitoring requirements in their current Approval Order (DAQE-AN0346028-06). KUCC has proposed to adjust the pressure drop range for the Selenium Crushing and Packaging Baghouse. KUCC is also proposing to change the emission limitations on various sources from a “grains per dry standard cubic foot and maximum dry standard cubic foot per minute exhaust flowrate”, to a “grains per dry standard cubic foot and (an equivalent) maximum pounds per hour emission rate”. Other proposed minor changes include clarification on “operating hours” for scrubber and baghouse monitoring and reporting requirements to account for intermittent source operation, clarification of reporting requirements during periods of #2 fuel oil use in the boilers, and clarification of landfill gas testing requirements should landfill gas be trial tested for possible use in the boilers as an optional fuel.

Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a Maintenance area for Ozone. Title V of the 1990 Clean Air Act applies to this source. The Title V operating permit for this source shall be amended prior to the implementation of the requested modifications. The proposed changes will not result in any emissions increases at the KUCC refinery

SOLID AND HAZARDOUS WASTE

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has issued an emergency hazardous waste treatment permit (# UT-059-2006) to the ATK Launch Systems - Promontory facility. This permit was issued so that ATK personnel could open burn, in accordance with the Utah Hazardous Waste Management Rules, military flares that fail to ignite during airborne and ground launch testing procedures. The permit was effective on October 1, 2006 and expires on December 29, 2006. Utah Administrative Rules allow application for an emergency permit if an imminent and substantial endangerment to human health or the environment is present. ATK personnel requested an emergency permit to treat flares in place at Promontory Point based on the determination that flares that fail to ignite are unsafe to move due to the potential damage sustained from the impact with the ground. After the treatment has been completed, ATK personnel will collect the resulting waste material and properly characterize it for transport to an approved disposal facility.

Grand County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) apply to this source (40 CFR 60 Subpart A, Subpart GG, and Subpart KKKK). National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source. This minor source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The emissions, in tons per year, will change as follows:

The Tooele Army Depot (TEAD) will hold an information meeting on December 5, 2006, at 6:00 p.m. at the Tooele County Courthouse for a Class 2 Modification (06.03449) to its Hazardous Waste Storage and Incineration Permit. TEAD is requesting Condition VI.D.1.a.i be modified to replace the wording regarding the integrity of the pan in sentence 2 of that condition. The second sentence would be modified to read, “The integrity of each pan shall be evaluated by visual inspection prior to use”.
