The purpose of this public notice is to declare the State of Utah’s intention to issue a Utah Pollutant Discharge Elimination (UPDES) Permit to Moroni Feed Company. The waste water treatment plant for Moroni City and Moroni Feed Company’s process waste water discharges into the San Pitch River on the Rock Dam Irrigation ditch.

AIR QUALITY
Kennecott Utah Copper Corporation (KUCC) is requesting approval to add three LP gas-fired emergency generators at select locations within the Bingham Canyon Mine facility, add one road base crushing and screening unit, and relocate the sample preparation building. The road base crushing and screening until will be operated at various locations within the open pit mine and waste rock dump areas. KUCC will relocate the sample preparation building to the 6190 elevation near the truck shop. To reduce worker exposure the airflow will be increased to improve the ventilation in the sample preparation building.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Deseret Chemical Depot has requested approval to use a paint booth in building 4005 to perform touch up pain on support equipment. They have also requested approval to move an emergency generator from building 5451 to building 5452. The Title V operating permit for this source shall be amended prior to operation of the emergency generator.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Ensign-Bickford Company. An emergency hazardous waste treatment permit (UT-036-2005) has been issued to the Ensign-Bickford Company (EBCo) by the Executive Secretary of the Utah Solid and Hazardous Waste Control Board. The permit allows EBCo personnel to treat, by open burning and/or open detonation, structures or materials containing explosives residues that may be encountered on-site during soil excavations as part of an interim measure.

The modification seeks to add emergency combustion air function to the Metal Parts Furnace Secondary Combustion Chamber.

The Utah Solid and Hazardous Waste Control Board is proposing to enter into a STIPULATION AND CONSENT ORDER (number 0506017) with Tri-State Recycling Services, Inc. (Tri-State), a used oil transporter and marketer operating in Utah and located in Newcastle, WY. The proposed STIPULATION AND CONSENT ORDER will resolve the Notice of Violation (number 0501003), dated March 10, 2005, concerning violations by Tri-State of its used oil transporter permit and marketer registration, and the Used Oil Management Rules.

Flying J Willard Bay Travel Plaza. The facility is a retail gasoline and diesel facility with a restaurant and convenience store. Wastewater is treated on-site through a serial activated sludge plant and two-cell lagoon system. Discharge is to an unnamed drainage ditch to the Great Salt Lake.
