The Division of Solid & Hazardous Waste will hold a hearing on February 16, 2006, at the Tooele County Courthouse at 6:00 p.m. for a Site-Specific Treatment Variance request submitted 1/13/06 by Clean Harbors Grassy Mountain, LLC. The variance would allow the Grassy Mountain Facility to treat and dispose of waste profile CH132188B, which has both RCRA and TSCA codes. The variance would address an inconsistency with the PCB regulatory levels that exists between the RCRA and TSCA programs. This variance is necessary for the facility to receive, treat, and dispose of this waste stream, which consists of pipe that cannot be incinerated due to size.

Tesoro Refining and Marketing has submitted a Notice of Intent (NOI) to modify their Distillate Desulfurization Unit (DDU) by adding a third reactor. This change is required to increase production of ultra-low sulfur diesel.
The source is defined as a Salt Lake County major source in the Utah PM10 SIP. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2. The source is also located within Salt Lake City, which is a maintenance area for CO and ozone. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) and Maximum Achievable Control Technology (MACT) regulations apply to this source. Title V of the 1990 Clean Air Act also applies to this source.
The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Except for a 0.6 ton per year increase in VOC emissions, there will be no change in overall emissions from this source.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Trans-Jordan Landfill has submitted a Notice of Intent to install a gas collection system and emergency bypass-flare to their existing landfill operations.
The source will be located in Salt Lake County, near the city/town of South Jordan, Utah. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a Maintenance area for Ozone. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) 40 CFR 60, Subpart WWW, applies to this source, but not specifically to the modification in question. NSPS Subpart A applies to the candlestick flare. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.
The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by an opacity standard of 0% for the bypass flare set in the ITA.
The emissions from the flare, in tons per year, will be as follows: PM10 1.71, NOx 8.32, SO2 1.97, CO 72.93, and VOC 0.49. Currently there are no other proposed emissions from this source, as the gas collection system covers all NMOC emissions.

AIR QUALITY
The Deseret Chemical Depot (DCD). DCD is owned and operated by the United States Army for the purpose of storing and maintaining a portion of the nation’s chemical munitions stockpile. The Tooele Chemical Agent Disposal Facility (TOCDF) is located within the DCD and the purpose of the TOCDF is to destroy the chemical munitions stored at DCD using incineration as the primary means of treatment. DCD has also requested that several emission sources that are being dismantled, closed-in-place, or no longer utilized be removed from the AO and Title V Operating Permit, and to clarify and/or remove permit conditions that duplicate the Maximum Achievable Control Technology (MACT) regulations. In addition, a ventilation hood will be installed in the module laboratory and one in the maintenance area.
DCD is located in the attainment area of Tooele County for the National Ambient Air Quality Standards (NAAQS). New Source Performance Standards (NSPS) and Maximum Available Control Technology (MACT) regulations apply to the TOCDF area at the DCD. Title V of the 1990 Clean Air Act applies to this source. The VOC emissions will increase by 0.11 tons per year. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 20.93, SO2 = 66.82, NOx = 143.73, CO = 42.59, VOC = 2.47, and HCl = 8.80.

The proposed emergency generator will provide backup power to critical communication systems during times when the primary power supply is lost. The emissions will increase in tons per year (tpy) as follows: NOx = 0.28, CO = 1.12, and VOC = 0.04. Deseret Chemical Depot will hold an information meeting on February 15, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Mod (06.00198) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF is preparing to demilitarize bulk containers and munitions filled with H, HD, and HT, commonly referred to as Mustard. In support of this effort, TOCDF has prepared the proposed Agent Monitoring Plan, which will define monitoring activities and requirements for the Mustard campaign.

The source has limitations that are established in the Intent to Approve. All fugitive dust shall be controlled by wet suppression methods (water sprays and water truck). Bin Vent dust collectors will be required for control of PM10 emission generated during the loading of the cement and fly ash storage silos. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are as follows:
All dust collector/bin vents - 10% opacity
All conveyor transfer points - 10% opacity
All diesel engines - 20% opacity
Conveyor drop points - 20% opacity
All other points - 20% opacity
Concrete Production will be limited to 125,000 cubic yards per rolling 12-month period
The emissions will result in the following, in tons per year, potential to emit totals: PM10 = 4.27, NOx = 2.36, SO2 = 0.23, CO = 0.72, VOC = 0.31.
Growth factors used in the State Implementation Plan(s) for Utah County have taken emission increases for this type of proposal into account.

Great Salt Lake Minerals Corporation which operates under an existing Approval Order (AO) has requested to modify it by adding a scrubber and a cooling tower to the manufacturing plant in Weber County. The emissions as a result of the modifications are insignificant and will not trigger PSD review. The location is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply. SOLID AND HAZARDOUS WASTE
HAFB-UTTR. An emergency hazardous waste storage permit (# UT-037-2005) has been issued to the United States Air Force, Utah Test and Training Range (UTTR) located in Box Elder County and Tooele County, Utah. The permit allows the Air Force to store up to 84,000 pounds NEW of explosive items at the UTTR Missile Storage Area. The explosives will be stored if unfavorable weather conditions force a delay in treatment at the Thermal Treatment Unit. The Air Force has requested the permit because it has determined that storage at the UTTR is more protective of human health and the environment than further transporting the explosive material.

The modification would allow the Grassy Mountain facility to use its land disposal cell leachate as dust suppression water within the land disposal cells. The leachate would be analyzed annually to insure that it meets the standards set forth in the modification.

Logan Waste Water Treatment Plant is requesting a Utah Pollution Discharge Elemination System (UPDES) Permit.
The Logan Waste Water Treatment Plant is composed of a 6-cell lagoon system and a 5-cell wetland polishing system. The discharge is to Swift Slough, then to wetlands associated with the Cutler Reservoir. Logan City’s UPDES permit has been modified to better reflect recent rule changes and additional stream flow data collected from Swift Slough.

KUCC has also requested that the current Tailings Impoundment AO be modified to make the AO conditions be consistent with requirements listed in Section IX, Part H, Subpart 2.i(2) of the State Implementation Plan (SIP). This AO modification will not result in any change to the existing SIP limits.

Deseret Chemical Depot will hold an information meeting on March 1, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Mod (06.00430) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF is preparing to begin demilitarization and destruction of Mustard bulk containers. It has become necessary for TOCDF to modify some existing Bulk Drain Station equipment in order to accommodate the solid residue layer. The modification requested would change the "Drain Tube System" (DTS). The solid residue layer is not compatible with the existing drain tube equipment, which was originally designed for insertion to the bottom of the ton container. The DTS will automatically detect the solids layer during drain tube insertion into the bulk container. At the location that the solid layer is detected, the drain tube's insertion will stop, and the liquid agent will be pumped from the bulk container into a separate tank for destruction in the Liquid Incinerator.
