Stansbury Park Improvement District is requesting a reissue of the Utah Pollutant Discharge Elimination System (UPDES) Permit.

The Stansbury Park Improvement District’s treatment facilities consist of eight lagoons, two primaries, five secondary and one emergency overflow lagoon. The cells are contained on 164 Acres. The treatment facility was built as a total containment treatment facility in 1972 and last upgraded in 1994 by adding two secondary ponds to accommodate an increase in population. The facility serves the City of Stansbury with a current population of about 2,000. The renewal permit includes a biosolids component.

New Source Performance Standards (NSPS) 40 CFR 60 Subpart A, and Maximum Available Control Technology (MACT) regulations 40 CFR 63 Subpart A, Subpart SS, Subpart ZZZZ, and Subpart HHHHH, apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR 61 does not apply to this source. Title V of the 1990 Clean Air Act applies to this major source. This source requires a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

7,000,000 pounds of carbon fibers produced per rolling 12-month period

The emissions from all plant-wide operations shall not exceed:
45.98 tons per rolling 12-month period for VOCs (non-HAP)
40.00 tons per rolling 12-month period for Cyanide
542.48 tons per rolling 12-month period for Methylene Chloride
6.50 tons per rolling 12-month period combined for all HAPs listed below: Xylene, Toluene, and Di-Meth-Formamide.

The emissions, in tons per year, will change as follows:

NOx (+ 36.38), SO2 (+ 3.17), CO (+ 8.33), VOC (+ 16.98), HAP (- 11.67)

The changes in emissions will result in the following potential to emit totals, in tons per year:

PM10 = 71.16, NOx = 148.87, SO2 = 14.25, CO = 41.15, VOC = 45.98, HAPs = 588.78

PM10 emissions offsets of 76.63 tons and ozone emission offsets of 64.37 tons were satisfied as required, of which PM10 = 2.28, SO2 = 8.34, NOx = 14.96, and VOC = 61.00 were obtained. This is referenced in DAQE-027-06 and DAQE-051-06.

National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 17.73, NOx = 38.37, SO2 = 14.73, CO = 88.89, VOC = 7.08, HAPs = 1.62.

In accordance with R307-403-5(1)(c) emission offsets will be required for any combined total of PM10,
SO2, and NOx which exceeds 25 tons per year but less than 50 tpy. Harper Contracting, Inc., shall use
32.75 tons of their current banked emissions, which is the total proposed increase of PM10 (9.16), SO2
(11.96) and NOx (11.63). This amount will be deducted from their current banked emissions listed in the
Utah Division of Air Quality’s Emission Credit Registry.

SOLID AND HAZARDOUS WASTE

The Deseret Chemical Depot will hold an information meeting at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 modification (06.02790) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF intends to modify the previously approved Liquid Incinerator (LIC) Mustard Agent Trial Burn (ATB) Plan prior to commencement of the ATB. TOCDF is seeking to use a commercial cleaner that is a combination of surfactants, detergents, and caustic to replace sodium hypochlorite as the primary decontaminant to be used throughout the TOCDF facility. Laboratory testing has shown that the new decontaminant does not present the same Mustard monitoring interference as the sodium hypochlorite solution. Sodium hypochlorite vapors appear to suppress or prevent Mustard vapor from traversing the sample line length from the monitored location to the ACAMS monitoring unit which measures the agent concentration. This has the overall potential effect of producing a “false-negative” interference which might provide false assurance that Mustard vapor is not present, when in fact it is.

Staker & Parson Companies has proposed to modify its existing approval order DAQE-006-02 for the McGuire Pit in Willard, Utah to increase the production of aggregates from 1,500,000 tons per year to 2,500,000 tons per year. The company also proposes to add new equipment to its approved equipment list update its approved equipment list and to change some of the limitations in conditions.

The source is located in Box Elder County, near the city of Willard, Utah. Box Elder County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. New Source Performance Standards (NSPS) subpart OOO (Standard of Performance for Nonmetallic Mineral Processing Plants) applies to this source. Therefore, Title V of the 1990 Clean Air Act applies to this source. However, the source is not required to submit an application for a Title V permit since it is a minor source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

SOLID AND HAZARDOUS WASTE

The Tooele Army Depot (TEAD), located in Tooele County, Utah, operates a hazardous waste incinerator for destroying conventional munitions. TEAD submitted a Class 3 permit modification request to the Utah Division of Solid and Hazardous Waste on April 17, 2006. Additional information was submitted on July 11, August 2 and 22, 2006. An initial public comment period was held from April 25, 2006, to June 24, 2006. A public meeting on the modification request was conducted by TEAD on May 18, 2006.

The modification request proposes to relocate some of the equipment associated with the deactivation furnace from inside to outside the fugitive emissions containment structure to reduce breakdowns and maintenance requirements due to the high temperatures inside the structure. The afterburner will be replaced with a new one that contains turbulence fixtures. The modification request includes a stack test to demonstrate that emission limits will be met with the modified afterburner. The Division of Solid and Hazardous Waste staff has reviewed the modification request and stack test plan and has found them to be acceptable. A draft approval to modify the hazardous waste permit and allow the stack test to be conducted has been prepared.

Questar Exploration and Production (QEP) has submitted a permit renewal application to renew Permit #9906R1 to operate a Class IIIb landfill. This landfill will be permitted to dispose of nonhazardous wastes associated with oil and gas production operations, office wastes, shipping waste and incidental wastes generated by meals. The landfill is located approximately 20 miles southeast of Vernal, Utah on Deadman Bench.

Santa Clara City Power has submitted a Notice of Intent (NOI) to construct and operate an electrical power generation plant.

Washington County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Achievable Control Technology (MACT) regulations, and Title V of the 1990 Clean Air Act do not apply to this source. This source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

24,000 hours of operation, total for the fleet of six 2,154 kW electrical power generators per rolling 12-month period

Specific requirements at each internal combustion engine

Required Minimum Stack Height: 39 feet – each above ground elevation
Attached Equipment: Oxy Catalyst

The emissions, in tons per year, will be as follows:

PM10 = 2.13, NOx = 38.22, SO2 = 0.13, CO = 16.30, VOC = 6.28, HAPs = 6.94
