Intent to Approve the Addition of Portable Aggregate Processing Equipment.

This plant would emit all air pollutants at the rate of less than 100 tons per year.

The engineering evaluation has been completed and the project would not result in adverse air quality impacts. It is the intent of the Executive Secretary to approve the project.

The source can operate at various locations throughout the State of Utah. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) 40 CFR 60 Subparts OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. The limitations that are listed in the ITA for the new equipment include:

Opacity shall be limited to the values stated below and water sprays shall be required for the control of fugitive dust.

All crushers - 15% opacity
All screens - 10% opacity
All conveyor transfer points - 10% opacity
All diesel engines - 20% opacity
Conveyor drop points - 20% opacity
All other points - 20% opacity

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

AIR QUALITY

Energy Solutions provides waste management, treatment, and disposal services for low-level and naturally occurring radioactive wastes (LLRW/NORM), byproduct material such as uranium mill tailing (11e. (2)), and mixed radioactive and RCRA hazardous waste. LLRW/NORM and 11e.(2) wastes are not treated prior to disposal; however, non-soil wastes may be combined with soil, local clays or a concrete-like controlled low strength material (CLSM) to meet debris placement requirements. Energy Solutions has requested approval to increase the production of their concrete batch plant from 75,000 yd3 to 100,000 yd3 per year. The Energy Solutions site will continue to be a minor source for all pollutants. The site is located in Tooele County; an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source. The PM10 emissions will increase 0.10 tons per year. The changes in emissions will result in the following tons per year potential to emit totals: PM10 = 65.03, NOx = 4.05, SO2 = 0.38, CO = 2.03, VOC 2.59, HAPs = 2.33.

Pacific States Cast iron Pipe Company is requesting a Utah Pollutant Discharge Elimination System (UPDES) Permit.

Pacific States Cast Iron Pipe Company (PSCIPCO) produces cement lined ductile iron pipes used in drinking water industry. Scrap iron is melted in a cupola furnace, poured into molding machines, cooled, then cement coated. Wastewater, contained on site, is generated from hydrostatic testing of pipe and during the process of cement lining the pipe. Cooling water is treated before being discharged to the Ironton Canal.

Moab City Wastewater Treatment Facility is requesting a reissue of a Utah Pollutant Discharge Elimination System (UPDES) Permit.

The Moab Wastewater Treatment Facility (MWTF) was originally built in the fifties, and has had two upgrades in 1983 and 1996. It has a design capacity of 1.5 million gallons a day. MWTF’s engineers and consultants have determined that the facility will not exceed design capacity during the lifetime of this permit, but are planning to expand during the next permit cycle. The facility chlorinates to disinfect the effluent prior to discharging to the Colorado River. The permit has biosolids and storm water components.

Oakley City WSastewater Plant is requesting a reissue of a Utah Pollutant Discharge Elimination System (UPDES) Permit.

The Oakley City treatment plant (OCTP) has a design capacity of 0.25 MGD. They use an activated sludge process for treatment. Raw wastewater is first treated using a 2 mm screen and compactor followed by grit removal. Following the grit removal system, the process water will enter an aeration basin and then directly in a Membrane Bioreator (MBR) for microfiltration. The effluent from the MBR will enter an ultra violet disinfection system and then is discharged into the Weber River. In addition to the discharge provisions, the renewal permit for Oakley City will include provisions for storm water and biosolids.

Holliday Water Company is requesting a Utah Pollutant Discharge Elimination System (UPDES)Permit.

Holliday Water Company intercepts 100% of the water from Main Spring (north fork) of Spring Creek. The spring water meets drinking water standards almost year round, except during the periods of spring runoff. Holliday Water Company previously constructed a microfiltration plant and obtained a UPDES permit for any intermittent discharges. The intermittent discharge (overflow) from the settlement tank is mostly free of sediment and flows into Spring Creek. During spring runoff, when more solids may be in the backwash water, the alternate discharge point for the sediment-laden backwash water is through the on-site irrigation system which waters the lawn and plants of the Holliday Water Company.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is proposing to approve a Site Management Plan for Questar Gas Company’s Orange Street Property, located at 246 South, Orange Street, Salt Lake City, Utah. The Site Management Plan is based on the acceptance of a revised Risk Assessment. In addition to certain other site specific requirements, the approved Site Management Plan precludes the potential for changes in land use and stipulates that no residential development of the property is permitted without prior approval of the Utah Department of Environmental Quality.

SOLID AND HAZARDOUS WASTE

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has issued an emergency hazardous waste treatment permit (# UT-043-2006) to the ATK Thiokol – Promontory facility. This permit was issued so that Thiokol personnel could treat, in accordance with the Utah Hazardous Waste Management Rules, military flares that fail to ignite during airborne and ground launch testing procedures at the Kosmo testing area. The permit was effective on July 1, 2006 and expires on September 28, 2006. Utah Administrative Rules allow application for an emergency permit if an imminent and substantial endangerment to human health or the environment is present. Thiokol personnel requested an emergency permit to treat in-place by open burning flares that failed to ignite during testing at the Kosmo testing area. Thiokol personnel have determined that flares that fail to ignite are unsafe to move due to the potential damage sustained from the impact with the ground. After treatment is complete Thiokol personnel will properly characterize and transport all waste residues to an approved disposal facility.

WATER QUALITY


SBiomed, LLC is requesting a Utah Pollutant Discharge Elimination System (UPDES) Permit.

sBioMed is located at 1775 South East Bay Blvd, Provo, Utah will be manufacturing purified water through a reverse osmosis process. The residual water from this process will be disposed into Millrace Stream, directly across the street from the property. The raw ingredient is culinary water taken directly from the Provo City water system. This culinary water is run through a reverse osmosis water purification machine. For every ten gallons of water received from the culinary system, the machine removes chemicals, minerals, etc. that are present in the culinary water from one of the ten gallons of water, and adds these removed components to the remaining nine gallons of culinary water. The end product is one gallon of purified water which has been cleaned of all minerals and chemicals originally present in culinary water. The remaining nine gallons of culinary water, which now carry the additional chemicals and minerals from the one gallon of purified water is disposed of into Millrace Stream. No additional contaminants are added to the discharged water beyond what has been described above.

WATER QUALITY


PacifiCorp Huntington Power Plant is requesting a Utah Pollutant Discharge Eliminiation System (UPDES) Permit.

The facility is a coal fired power plant. This permit will regulate the discharge from “The Duck Pond” which consists of storm water runoff and naturally occurring spring water from an un-named local wash. Water in the wash is potentially impacted by groundwater contamination from the two ash landfills on the site.

SOLID AND HAZARDOUS WASTE

Clean Harbors Aragonite will hold an information meeting on September 12, 2006, at 7:00 p.m. at the Tooele County Courthouse for a Class 2 modification (06.02556) to its facility permit. The modification requests to modify its Waste Analysis Plan to allow a weekly composite analysis substitute for the seven consecutive day analysis requirement. This request would not apply to PCBs as daily composites are already analyzed independently of the weekly composites.

Comment period: 8/1/06 – 9/29/06.
