SOLID AND HAZARDOUS WASTE

Deseret Chemical Depot will hold an information meeting on February 15, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Mod (06.00198) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF is preparing to demilitarize bulk containers and munitions filled with H, HD, and HT, commonly referred to as Mustard. In support of this effort, TOCDF has prepared the proposed Agent Monitoring Plan, which will define monitoring activities and requirements for the Mustard campaign.

SOLID AND HAZARDOUS WASTE

The Division of Solid & Hazardous Waste will hold a hearing on February 16, 2006, at the Tooele County Courthouse at 6:00 p.m. for a Site-Specific Treatment Variance request submitted 1/13/06 by Clean Harbors Grassy Mountain, LLC. The variance would allow the Grassy Mountain Facility to treat and dispose of waste profile CH132188B, which has both RCRA and TSCA codes. The variance would address an inconsistency with the PCB regulatory levels that exists between the RCRA and TSCA programs. This variance is necessary for the facility to receive, treat, and dispose of this waste stream, which consists of pipe that cannot be incinerated due to size.

Clean Harbors Grassy Mountain, LLC will conduct a public information meeting on February 16, 2006, at the Tooele County Courthouse at 7:00 p.m. for a Class 2 modification (06.00010) to its permit. The modification would allow the Grassy Mountain facility to use its land disposal cell leachate as dust suppression water within the land disposal cells. The leachate would be analyzed annually to insure that it meets the standards set forth in the modification.

SOLID AND HAZARDOUS WASTE

Deseret Chemical Depot will hold an information meeting on March 1, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Mod (06.00430) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF is preparing to begin demilitarization and destruction of Mustard bulk containers. It has become necessary for TOCDF to modify some existing Bulk Drain Station equipment in order to accommodate the solid residue layer. The modification requested would change the "Drain Tube System" (DTS). The solid residue layer is not compatible with the existing drain tube equipment, which was originally designed for insertion to the bottom of the ton container. The DTS will automatically detect the solids layer during drain tube insertion into the bulk container. At the location that the solid layer is detected, the drain tube's insertion will stop, and the liquid agent will be pumped from the bulk container into a separate tank for destruction in the Liquid Incinerator.
