The Dugway Proving Ground will hold an information meeting on September 21, 2006, at 7:30 p.m. at the Tooele County Courthouse for a Class 2 modification (06.02651) to its facility permit. The modification seeks to update the status of Hazardous Waste Management Units (HWMUs), revises notification requirements for specified field activities, defines actions required after significant rain events, and removes four closed HWMUs from Appendix A.

The Deseret Chemical Depot will hold an information meeting at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 modification (06.02790) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit. TOCDF intends to modify the previously approved Liquid Incinerator (LIC) Mustard Agent Trial Burn (ATB) Plan prior to commencement of the ATB. TOCDF is seeking to use a commercial cleaner that is a combination of surfactants, detergents, and caustic to replace sodium hypochlorite as the primary decontaminant to be used throughout the TOCDF facility. Laboratory testing has shown that the new decontaminant does not present the same Mustard monitoring interference as the sodium hypochlorite solution. Sodium hypochlorite vapors appear to suppress or prevent Mustard vapor from traversing the sample line length from the monitored location to the ACAMS monitoring unit which measures the agent concentration. This has the overall potential effect of producing a “false-negative” interference which might provide false assurance that Mustard vapor is not present, when in fact it is.

The facility seeks to be allowed to receive and manage lab pack containers in which the waste is fully characterized and meets other conditions of their Permit.

SOLID AND HAZARDOUS WASTE
The Division of Solid and Hazardous Waste will hold a hearing on October 10, 2006, at 7:00 p.m. at the Tooele County Courthouse for a Class 3 permit modification (06.01480) submitted by Tooele Army Depot for its hazardous waste storage and incineration permit. The modification proposes to relocate some of the equipment associated with the deactivation furnace from inside to outside the fugitive emissions containment structure to reduce breakdowns and maintenance requirements due to the high temperatures inside the structure. The afterburner will be replaced with a new one that contains turbulence fixtures. The modification request includes a stack test to demonstrate that emission limits will be met with the modified afterburner. A draft approval to modify the hazardous waste permit and allow the stack test to be conducted has been prepared.
