Hill Air Force Base (Hill) has requested to modify the Jet Engine test Approval OrderDAQE-AN010121133-04 to update process equipment and recordkeeping conditions.

The source will be located in Davis County, in the city of Layton, Utah. Davis County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all criteria pollutants except Ozone which is classified as maintenance area. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) regulations apply to this source, but not to this process. Title V of the 1990 Clean Air Act does apply to this source and the Title V permit will be administrative amended to incorporate changes.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The emissions (in tons per year) will remain the same as follows: 4.5 TPY of PM10, 24.0 TPY of VOC, 8.1 TPY of SO2, 64.0 TPY of NOX and 48.0 TPY of CO

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Storm Products, Inc. (Storm) manufactures bowling balls at the above listed site in Brigham City. The manufacturing process uses styrene-containing polyester resin and polyurethane resin, which contains methylene diphenyl di-isosyanante (MDI). Styrene and MDI are recognized as hazardous air pollutants (HAPs) by the Environmental Protection Agency. Storm has submitted a Notice of Intent (NOI) to replace the two continuous casting machines listed in its Approval Order with two (2) two-vessel closed batching systems. Storm also intends to add a three-vessel batching system to reduce hand mixing of materials.

Box Elder County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants and Maximum Achievable Control Technology regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source. There will be no violations of the NAAQS resulting from this project.

The changes in equipment proposed in the NOI do not necessitate an increase in the consumption of styrene and MDI and may reduce emission of these compounds by reducing waste. Thus, no changes in consumption limits are proposed in the NOI and no changes in emissions are expected as a result of these modifications. The potential to emit totals, in tons per year, will remain as follows: Styrene = 6.67, MDI = 0.209, total HAPs = 6.88.

SOLID AND HAZARDOUS WASTE

A hearing will be held at the Tooele County Administrative Building on August 13, 2007, at 6:00 p.m. for a variance requested by Dugway Proving Ground to exceed the quantity limits allowed for the performance of a treatability study. Dugway is working with the Army’s Project Manager for Non-Stockpile Chemical Material to evaluate options for the treatment of Lewisite (L) and Tabun (GA) agents stored in ton containers. The variance asks the Utah Solid and Waste Control Board to allow the shipment of two Department of Transportation cylinders of Mustard (HD) from Dugway to the Chemical Transfer Facility at the Edgewood area of Aberdeen Proving Ground. The Mustard in two DOT cylinders will be used to conduct a full-scale treatability study with the Large Item Transportable Access and Neutralization System (LITANS). The proposed study will help determine how well the LITANS can treat bulk chemical agent and then be decontaminated after contact with the persistent chemical agent. The total amount of HD will be 13.82 gallons (66.73 kg). Current Utah regulations limit shipment of one kilogram of acute hazardous waste for treatability studies.

Cedar City Corporation is requesting a reissued of a UPDES permit.

The Cedar City Wastewater Reclamation Facility (CCWRF) consists of one mechanical rotomat, one manual barscreen, two aerated grit chambers, two primary clarifiers, two trickling filters, two final clarifiers. Two anaerobic digesters, two chlorine contact basins, and twelve drying beds. The facility has an influent design flow of 4.4 MGD. CCWRF services Cedar City, Enoch City, and Iron County. The CCWRF does not discharge to any waters of the State. All effluent is used for crop irrigation in accordance with a groundwater permit.

Boart Longyear Company (Boart) manufactures diamond-tipped drill bits at a factory in Salt Lake City. Boart has been operating under a small source exemption issued in 2004. Boart has submitted a Notice of Intent (NOI) to increase production of drill bits such that the limits of its small source exemption will be exceeded. Specifically, consumption of paint containing toluene will increase such that toluene emissions increase to 570 lbs per year.

Boart is located in Salt Lake County, which is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and Salt Lake City is a Maintenance area for CO. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The emissions, in tons per year, from this source will be as follows: PM10 = 0.57, NOx = 0.71, SO2 = 0.004, CO = 0.51, VOC = 3.64, HAPs = 0.506

The source will be located in Carbon County, on Flat Iron Mesa in Cottonwood Canyon. Carbon County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

Maximum Available Control Technology (MACT) regulations apply to this source (40 CFR 63 Subpart HH). New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations, and Title V of the 1990 Clean Air Act do not apply to this source. This area source does not require a Title V operating permit.

TEAD operates the Deactivation Furnace for the destruction of ammunition. Thermal destruction is used in the rotary furnace system to destroy the ammunition from small arms ammunition to 20 mm ammunition. The furnace has three major sections, which are the feed room, the barricaded area, and the air pollution control equipment. TEAD has requested approval to modify the air pollution control system by adding a sodium bicarbonate injection system to the overall pollution abatement system of the APE 1236 Deactivation Furnace (Hazardous Waste Combustor). The injection system will be used to reduce dioxin and furan emissions. The effectiveness of the sodium bicarbonate injection system to reduce dioxin and furan emissions was demonstrated in two tests conducted at the test furnace operated by the Ammunition Equipment Division of TEAD in 2005 and 2006.

The area that TEAD is located in Tooele County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. National Emission Standards for Hazardous Air Pollutants (NESHAP) Subpart EEE (National Emissions Standards for HAPS from Hazardous Waste Combustors) applies to the furnace. Title V of the 1990 Clean Air Act applies to this source. The Title V operating permit for this source shall be amended prior to the operation of injection system. There will be a no increase in the Potential to Emit (PTE) emissions from the addition of the injection system. The PTE totals, in tons per year, will remain as follows: PM10 = 0.16, NOx = 1.64, SO2 = 5.80, CO = 0.41, VOC = 0.03, and HAPs = 0.16.

Modification to Kastler Compressor Station Approval Order DAQE-089-02, to expand gas processing capacity by adding equipment

Questar Pipeline Company has requested to modification of Approval Order DAQE-089-02, to expand gas processing capacity at the Kastler Compressor Station/Clay Basin Dew Point Plant (CBDPP) by adding gas processing equipment. The Kastler Compressor Station/CBDPP is located in Daggett County which is an attainment area for all criteria pollutants.

The Kastler Compressor Station/CBDPP is subject to the following NSPS’s; 40 CFR 60 Subpart GG (Standards of Performance for Stationary Gas Turbines) and 40 CFR 60 Subpart KKK (Standards of Performance for Equipment Leaks of VOC from Onshore Natural Gas Processing Plants). Title V applies to this source and this modification will result in a Title V amendment. The estimated emissions from this modification do not exceed the threshold levels established in DAQ’s modeling for guidelines and are below significance levels for PSD.

The emissions (in tons per year) will change as follows: PM10 (+) 0.2, NOx (+) 24.3, SO2 (+) 0.03, CO (+) 4.4, VOC (-) 10.96, HAPs (-) 8.93. The allowable emissions are as follows: PM10 3.82, NOx 2,264.37, SO2 0.67, CO 274.03, VOC 164.25, HAPs 13.08.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

TM Crushing, LLC operates an aggregate processing plant at Lake Mountain Pit in Saratoga Springs in Utah County under AO (DAQE-AN3244001-05) and a Temporary Relocation Notice. The source has now proposed to operate at the pit on a permanent basis. Production shall not exceed 300,000 tons of processed aggregate material and 65,000 tons of screened/washed sand per rolling 12-month period. Utah County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. New Source Performance Standards (NSPS) and Title V of the 1990 Clean Air Act apply to this source. The emissions, in tons per year, will be as follows: PM10 15.69, NOx 13.90, SO2 2.80, CO 4.49, and VOC 0.87. Dispersion modeling analysis for PM10 was conducted using the parameters in the Notice of Intent. The results show that the source complies with the NAAQS if operating under the terms and conditions of this Approval Order.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Malt-O-Meal Company has submitted a Notice of Intent (NOI) to install a natural-fired gas water heater and to change the configuration of process Line # 4.

The source is located in Box Elder County, near the city of Tremonton, Utah. Box Elder County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

This plant is a not a major source for any regulated pollutant. The new replacement boiler is not subject to 40 CFR part 60 New Source Performance Standards (NSPS) subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. In this boiler, heat from the flame enters from the bottom of the chamber and travels slowly upward through the packing rings. The descending water comes in contact with the bed of packing rings, where heat transfer takes place. EPA Region 4 determination detail document control number 9700033, dated 6/12/1996, stated that facilities are not subject to subpart Dc if heat transfer occurs as the result of direct contact between combustion gases and the material being heated. There are two existing boilers in this source subject to subpart Dc. NSPS Subpart Dc applies to this facility. There are no National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations that apply to this source. Malt-O-Meal Company is not subject to Title V of the 1990 Clean Air Act. A 30-day public comment period is required.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

A. 105,120 tons of total cereal produced per rolling 12-month period
B. 1806 x 106 ft3 of natural gas consumed per rolling 12-month period (assuming natural gas heat value at 1000 BTU/ft3)

The emissions, in tons per year, will change as follows: PM10 = + 4.00, NOx = + 7.05, SO2 = + 0.04, CO = + 6.70, VOC = + 1.32, HAPs = + 0.13.

The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 50.86, NOx = 90.11, SO2 = 0.54, CO = 83.80, VOC = 39.52, HAPs = 2.36.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.
