NOTICE OF PUBLIC HEARING
Interstate Transport

A public hearing will be held at 1:30 PM on December 21, 2006, in the Main Conference Room at 150 N. 1950 West in Salt Lake City.

The Utah Air Quality Board proposes to add a new section R307-110-36 that incorporates by reference a new Section XXII, Interstate Transport, of the State Implementation Plan (SIP). When a new National Ambient Air Quality Standard (NAAQS) is promulgated, the Clean Air Act requires states to submit a SIP under section 110(a)(2)(D)(i) to address interstate transport of emissions that would affect non-attainment and maintenance areas in neighboring states, as well as prevention of significant deterioration (PSD) and visibility programs. Proposed SIP Section XXII relies on computer modeling conducted by EPA in developing its Clean Air Interstate Rule; the modeling indicates that emissions from seven western states including Utah do not affect non-attainment and maintenance areas for PM2.5 and ozone in other states. EPA's guidance indicates that states with EPA-approved PSD programs do not interfere with similar programs in other states. Finally, EPA's guidance states that visibility affects are still being analyzed as part of regional haze SIPs that are due in December 2007, and states may indicate now that they do not know their impact on visibility.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

The Deseret Chemical Depot will hold an information meeting on November 29, 2006, at 6:00 p.m. at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 modification (06.03511) to its Chemical Agent Munitions Disposal Systems (CAMDS) Permit. The CAMDS proposes to remove the requirement for Executive Secretary approval to continue operations when there is a confirmed reading on the HVAC stack when a backup filter is available for operation.

AIR QUALITY

Temkin International, Inc. has proposed to install two new printing presses at its Payson operation. Both presses are W&H 726 6 color 57” web width flexographic printing presses. Each press has two gas dryers rated at one million Btu per hour. There are no emission increases of any pollutant requested.

Temkin International Inc. produces printed wrapping and packaging materials for floral, gift and confectionary industries. The source is located in Payson which is in Utah County, a nonattainment area for PM10. There will be no violations of the NAAQS resulting from this project. Temkin is subject to NESHAP Subpart KK (National Emission Standard for the Printing and Publishing Industry). Because the source is not a major HAP source, it is only subject to the record keeping and reporting requirements in the subpart. According to the EPA memo dated April 19, 1999 entitled “Title V applicability of one time reporting provisions for nonmajor sources”, and the Division of Air Quality Guidelines dated February 2000 entitled “Applicability of Title V to sources subject only to certain record keeping requirements of Federal Standards viz. NSPS and MACTs”, Title V does not apply to this source because these generic record keeping and reporting requirements by themselves are not limits or standards. New source Performance Standards (NSPS) do not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

90.02 tons per rolling 12-month period for VOCs
6.93 tons per rolling 12-month period for all HAPs combined

The potential to emit totals, in tons per year, will remain the same as follows: PM10 = 0.29, SO2 = 0.02, NOx = 4.14, CO = 3.53, VOC = 90.02, HAPs = 6.93.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Staker and Parson Companies – Keigley Quarry has submitted a Notice of Intent (NOI) to modify AO # DAQE-AN2444002-03 to remove Condition #14. Condition #14 requires the source to submit a written report, on a quarterly basis, calculating and summarizing the total hours of operation of the aggregate and asphalt plants. This condition will be taken out since Condition #12 states the recordkeeping needed for the Keigley Quarry.

The source is located in Utah County. Utah County is a non attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. New Source Performance Standards (NSPS), 40 CFR 60 Subpart I and Subpart OOO apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does apply to this source.

The emissions will not change and are as follows: PM10 = 75.97, NOx = 54.75, SO2 = 20.54, CO = 43.42, VOC = 17.37, HAPs = 1.87

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Oso Oil & Gas Properties, LLC has submitted a Notice of Intent (NOI) to construct and operate a natural gas treatment plant.

The source will be located in Carbon County, near the town of Price. Carbon County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Achievable Control Technology (MACT) regulations, and Title V of the 1990 Clean Air Act do not apply to this source. This source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The emissions, in tons per year, will be as follows:

NOx = 23.85, SO2 = 0.02, CO = 26.59, VOC = 11.44, HAPs = 4.24

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

The Utah Solid and Hazardous Waste Control Board (the Board) is proposing to approve a Sampling and Analysis Plan (SAP) for three spill sites at the ATK Launch Systems, Bacchus Works facility (ATK-Bacchus) in West Valley City Utah. This SAP will address how ATK-Bacchus plans to investigate and assess the magnitude and extent of contamination at spill sites: SP-3, 4 and 5. ATK-Bacchus has prepared this SAP in accordance with the provisions of the approved RCRA Facility Investigation (RFI) Work Plan for this facility.

Hill Air Force Base (Hill) has requested to modify Approval Order DAQE-AN0121166-04 to add an additional landfill gas fired power generator to the existing landfill gas fired power generators. The landfill gas is being obtained from Wasatch Energy Systems. These emission increases are below significant levels as defined in R307-420-2; therefore, offset is not required. The landfill gas fired power generating facility has no applicable National Emission Standard for Hazardous Air Pollutants (NESHAPs) or New Source Performance standard (NSPS).

HK Systems has submitted a Notice of Intent (NOI) to construct and operate a design, manufacture, and testing of automated storage, retrieval, and guided vehicles.

HK Systems has proposed to relocate its operation to a new site in Salt Lake City. It has been conducting its operations in Bountiful, Utah and has an approval order DAQE-0493-93, dated June 11, 1993. All permitted operations, equipment, and processes presently conducting in Bountiful will be moving to the Salt Lake City site with the exception of the wave soldering machine.

The source will be located in Salt Lake County in the city of Salt Lake, Utah. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and Salt Lake City is the Maintenance area for CO. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

MACA Supply Company (MACA) produces castings of iron, steel and other metals at its Springville plant in Utah County. The County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. The company has requested to (1) add three new natural gas generators, (2) allow two baghouses to vent to the atmosphere, and (3) add abrasive blasting operations. Maximum Available Control Technology (MACT) regulations, 40 CFR Part 63 Subparts A and ZZZZ (National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines (RICE MACT)), is scheduled to apply to this source. Title V of the 1990 Clean Air Act applies to this source. HAP modeling is not required in accordance with R307-410-5.

The modifications result in increases in emissions, in tons per year, as follows: PM10 3.17, NOx 5.06, SO2 0.69, CO 1.42, VOC 0.50, and HAPs 0.28. The increases in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 12.47, NOx = 26.82, SO2 = 2.66, CO = 6.35, VOC = 43.98, and HAPs = 10.92.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.
