The Deseret Chemical Depot (DCD) will hold a public information meeting on June 20, 2007, at the Tooele Chemical Stockpile Public Outreach Office for a Class 3 Modification (07.01457) to its Tooele Chemical Agent Disposal Facility (TOCDF) permit at 6:00 p.m. TOCDF is now in the process of destroying Mustard-filled munitions and containers. Mustard 155-mm projectiles represent the only 155-mm projectiles still remaining in the DCD stockpile. TOCDF is proposing a modified processing strategy to be implemented for the Mustard projectiles due to the fact that their original liquid contents are approximately 75% solidified. The undrainable contents of the Mustard projectiles would remain in the projectiles throughout thermal treatment in the Metal Parts Furnace (MPF), as opposed to the previous strategy of draining the contents out and processing the chemical agent in a separate furnace. Because the MPF processing of full trays of undrained projectiles represents an increase in the average hourly agent feed rate to the MPF, an approved trial burn will be performed to demonstrate a greater capability of the MPF.

Wellsville City is requesting a reissue of a UPDES Permit.
The City of Wellsville Wastewater Lagoon System discharges an average of 0.284 million gallons a day into the Little Bear River. The treatment system consists of four lagoon cells located on 56.6 acres in size which serves the City of Wellsville with a population of approximately 3000 people.

This notice is to declare that the State of Utah has reached a settlement agreement with CDC Constructors L.L.C. This Public Notice is issued pursuant to Utah Administrative Code R317-8-1.9, to provide opportunity for public comment on the proposed settlement of an enforcement action. The proposed settlement agreement is for the purpose of resolving alleged violations of Utah Code Annotated 19-5 (Water Quality Act), and is a resolution of enforcement proceedings brought against CDC Constructors L.L.C.

Intent to Approve Portable Aggregate Processing Equipment
This plant would emit all air pollutants at the rate of less than 100 tons per year.
The engineering evaluation has been completed and the project would not result in adverse air quality impacts. It is the intent of the Executive Secretary to approve the project.
The source can operate at various locations throughout the State of Utah. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) 40 CFR 60 Subparts OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.
The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. The limitations that are listed in the ITA for the new equipment include:
A. The crushers - 15% opacity
B. The generator - 20% opacity
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

AIR QUALITY
Rogers Rock has requested to operate a rock crushing and screening operation near St. George in Washington County. Rogers Rock will be operating two crushers, one screen, and one 1051 hp diesel generator.
Washington County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) applies to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not to this source. Title V of the 1990 Clean Air Act applies to this source.
The source has limitations that are established in the Intent to Approve.
The emissions will be as follows, in tons per year, potential to emit totals: PM10 = 5.33, NOx = 28.28, SO2 = 0.50, CO = 6.79, VOC = 0.87, HAPS = 0.02

Mel Clark Construction has submitted a Notice of Intent to modify its Approval Order to add equipment and increase production for its sand and gravel operations in Cedar City in Iron County. The county is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. The source has proposed to increase production to 600,000 tons of processed aggregate, 400,000 tons of unprocessed bank run, and 3,500 hours of operations for each of the generators per rolling 12-month period. New Source Performance Standards (NSPS) and Title V of the 1990 Clean Air Act apply to this source. The emissions, in tons per year, will increase as follows: PM10 3.52, NOx 4.20, SO2 0.63, CO 2.75, VOC 0.45, and HAPs 0.05. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 7.23, NOx = 10.43, SO2 = 1.55, CO = 6.79, VOC = 1.12 and HAPs = 0.12.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Silver Eagle Refining, Inc. has submitted a Notice of Intent (NOI) to construct and operate a new isomerization unit and to perform naphtha loading into railcars at its Woods Cross Refinery.
The source will be located in Davis County, near the city/town of Woods Cross Utah. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS), Subparts A and J apply to this modification. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.
The emissions, in tons per year, will change as follows: PM10 +0.8, NOx +5.1, SO2 +1.1, CO +8.5, VOC +12.1, HAPs +0.6. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 19.0, NOx = 125.1, SO2 = 68.1, CO = 50.3, VOC = 160.9, HAPs = 2.7.

The Deseret Chemical Depot will hold a public information meeting on June 26, 2007, at the Tooele Chemical Stockpile Public Outreach Office for a Class 2 Modification (07.01671) to its Chemical Agent Munitions Disposal Systems (CAMDS) Permit. The modification seeks to remove the requirement for perimeter monitoring at Station 912, located within the Tooele Chemical Agent Disposal Facility (TOCDF) area.

Modification to add two power screens, one wash plant and one bag plant with feeder to the approved equipment list
Staker & Parson Companies submitted a Notice of Intent to add two power screens, one wash plant and one bag plant with feeder to the approved equipment list and to increase production limit of concrete to 225,000 cubic yards.
The source is located in Davis County, near the city of South Weber, Utah. Davis County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants except ozone. It is a maintenance area for ozone. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) 40 CFR 60 Subpart OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.
The source has limitations that are established in the Intent to Approve. All fugitive dust shall be controlled by wet suppression methods (water sprays and water truck). Dust collectors will be required for control of PM10 emission generated during the loading of the cement and fly ash storage silos. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:
A. All dust collector/bin vents - 10% opacity
B. All conveyor transfer points - 10% opacity
C. All crushers – 15% opacity
D. All screens – 10% opacity
E. All diesel engines - 20% opacity
F. Conveyor drop points - 20% opacity
G. All other points - 20% opacity
The addition of two power screens, one wash plant and one bag plant with feeder will not increase emissions of PM10. There will be increase emissions of 0.69 tons per year of PM10 associated with this modification. All other calculations are performed based upon total production and throughput and those limitations are not changing.
The potential to emit emissions, in tons per year, are as follows: PM10 = 5.87, SO2 = 1.91, CO = 7.10,
VOC = 1.33.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.
