AIR QUALITY
Lisbon Valley Mining Co. LLC (LVMC) requested approval to modify the water heater and the ore processing requirements at the Lisbon Valley Project (LVP). The LVP is a surface copper mine and processing plant located in San Juan County, approximately 18 miles southeast of La Sal Utah, and 5 miles west of the Colorado border. LVMC requested that they be allowed to increase the rated capacity for the water heaters from 5.7 x 106 BTU/Hr (MMBTU/hr) to 30 MMBTU/hr. In addition to increasing the BTU rating, LVMC has requested to increase the fuel consumption for the water heaters from 35 gallons per hour to 220 gallons per hour and from 85,700 to 1,200,000 gallons per rolling 12-month period. Currently the minimum pressure drop for the secondary crusher babhouse is 3.0 inches of water. The manufacturer specifications is a minimum of 1.0 inches of water and LVMC has requested that it be changed to 1.0 inches of water. In the AO, DAQE-AN1462005-05, dated November 1, 2005, due to modeling constraints it was determined that BACT for the primary crusher was a baghouse. These modleing requirments have since changed. The crusher is partially enclosed and LVMC has requested that because it is partially enclosed that they be allowed to install water sprays instead of the baghouse to controll the PM10 emissions. LVMC will also install water sprays at the agglomerator discharge to further control PM emissions.
The New Source Performance Standards (NSPS), Subpart LL (Standards of Performance for Metallic Mineral Processing Plants), and Subpart Dc (Standards of Performance for Small Industrial-Institutional Steam Generating Units) apply to this source. Title V of the 1990 Clean Air Act applies to this source and it is a Title V area source. The potential to emit emissions will increase in tons per year (tpy) as follows: PM10 = -4.72, NOx = 11.14, SO2 = 4.01, CO = 2.79, and VOC = 0.31. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 193.41, NOx = 192.43, SO2 = 10.41, CO = 37.08, VOC = 6.71, and HAPs = 3.92.
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Granite Construction Company has proposed to add two new asphalt product silos, two hot asphalt oil tanks and to replace three El Jay triple deck screens with the same size screens manufactured by Cedar Rapids.
Salt Lake County is a non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a maintenance area for ozone. New Source Performance Standards (NSPS) 40 CFR 60 - Subparts A (General Conditions), I (Standards of Performance for Hot Mix Asphalt Plants), and OOO (Standards of Performance for Non-metallic Mineral Processing Plants) apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source. There will be no violations of the NAAQS resulting from this project.
The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:
Visible emissions from the following emission points shall not exceed the following values:
A. All crushers - 15% opacity
B. All screens - 10% opacity
C. All conveyor transfer points - 10% opacity
D. All baghouse exhaust stacks - 10% opacity
E. Exhaust stack of baghouse attached to hydrocone crusher – 7% opacity
F. All diesel engines - 20% opacity
G. Conveyor drop points - 20% opacity
H. All other points - 20% opacity
The following limits shall not be exceeded:
A. 650,000 tons per rolling 12-month period of asphalt production
B. 4000 hours per rolling 12-month period of asphalt production
C. 2,000,000 tons per rolling 12-month period for total non-washed aggregate production
D. 500,000 tons per rolling 12-month period for washed aggregate production
E. 6,200 hours per rolling 12-month period for aggregate production
The potential to emit totals, in tons per year, will stay the same as follows: PM10 = 17.89, NOx = 58.68, SO2 = 4.10, CO = 37.10, VOC = 20.71, HAPs = 2.36.

This source is located in Orem, Utah. Utah County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and Orem is a Maintenance Area for CO.
New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

Diamond K Gypsum, Inc. has submitted a Notice of Intent (NOI) to construct and operate a one indoor air classified mill, two outdoor storage silos and one indoor fluidized bed natural gas fired gypsum dryer. Mill, storage silo, and the dryer, each, will exhaust through a separate baghouse for the particulate control.
This source is located in Sevier County, an attainment area for all pollutants. No HAPs are emitted at this source. Because of this source’s small capacity, New Source Performance Standards (NSPS) for nonmetallic mineral processing plants do not apply. No NESHAPs (National Emissions Standards for Hazardous Air Pollutants) apply to this source. This source is not a major PSD source. Computer dispersion modeling is not required for this source.
Maximum emissions from this modification are estimated to 11.87 tons per year (tpy) of PM10, 0.88 tpy of NOx, 0.05 tpy of VOC, and 0.74 tpy of CO. The changes in emissions, as a result from this modification, will result in the following, in tpy, potential to emit totals: PM10 = 21.98, NOx = 2.56, SO2 = 0.15, CO = 8.57 and VOC = 0.50

ATK Launch Systems-Promontory will hold an information meeting on February 8, 2007, at 6:00 p.m. at the Brigham City Library for a Class 2 modification (07.00158) to its storage permit. The modification would add EPA codes to their storage permit and allow storage of reactive waste received from off-site at the M-136 Burn Grounds for up to 14 days. The purpose for this modification is to facilitate storage and consolidation of chemicals in preparation for off-site disposal and to provide additional time to more safely manage and better coordinate waste treatment efforts.

Vulcraft operates a steel joist and cold finish facility near Brigham City, Box Elder County, Utah. Vulcraft currently has two separate operations at the Brigham City plant: a Cold Finish Process, and a steel Joist Process. Nucor Corporation has requested approval to add a new plant near the Vulcraft site. Nucor Building Systems (NBS), a Division of Nucor Corporation, plans to construct a new plant that will be slightly southeast of the existing Vulcraft site. Because of their proximity to each other, the Division of Air Quality (DAQ) has determined that both plants would be under the same Approval Order. NBS fabricates metal building systems components.
No changes will be made to the Cold Finish Process. There will be no new equipment added to the joist plant process but the dip tanks will be enlarged. In a Consent Decree with EPA, Nucor Corporation has agreed to control VOC emissions from all coating lines through a combination of pollution prevention, and/or other add-on control systems, and continue to pilot and develop low-VOC based solutions for all painting operations. The proposed change to low-VOC paint implements the consent decree requirements with the Environmental Protective Agency (EPA) for this plant. Currently, Vulcraft uses solvent-based coating systems. At the Vulcraft site in Utah, Nucor Corporation will be implementing low-VOC paints. This Approval Order (AO) is not intended to contradict any conditions in the EPA consent decree for Nucor Corporation dated July 20, 2001.
Box Elder County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source. The Title V operating permit for this source shall be amended prior to the operation of the approved modifications. The emissions, in tons per year, will change as follows: PM10 (+) 5.44, NOx (+) 1.44, SO2 (+) 0.01, CO (+) 1.22, VOC (-) 116.66, and HAPs (+) 24.66. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 40.93, NOx = 2.49, SO2 = 0.02, CO = 2.10, VOC = 338.97, and HAPs = 24.90.

The Utah Division of Solid and Hazardous Waste (Division) has completed a review of permit application modifications filed on December 21, 2006, February 1, 2007, February 5, 2007, and March 6, 2007 by Thermo Fluids, Inc. (Thermo Fluids). The permit application modifications consist of requested changes to Thermo Fluids’ used oil transporter permit (UOP-0010), used oil processor permit (UOP-0095), and used oil marketer registration (UOR-OO60). The Division has incorporated some of these proposed modifications into 1) a proposed used oil transporter permit, 2) a proposed used oil processor permit, and 3) a proposed used oil marketer registration, which are the subject of this public comment period.

The United States Air Force will hold an information meeting on March 15, 2007, at 6:00 p.m. at the Tooele County Courthouse for a Class 3 modification (07.00381) for its Utah Test and Training Range (UTTR) RCRA permit. The proposed modification incorporates a Federal Facilities Agreement entitled “Integration Agreement for Air Force Cleanup of the Air Force’s Utah Test and Training Range, the Wendover Range, and the Little Mountain Complex” into the RCRA permit. Also included in the proposed modification is a request to remove Solid Waste Management Unit 7 from Module IV of the permit and to consolidate associated requirements into Module V.
