Bill Barrett Corporation has proposed to install and operate aggregate processing equipment at the Portable Rock Crusher #1 in Carbon County. The equipment includes a cone crusher, a screen, two conveyor belts and a diesel powered generator. Annual aggregate production is limited to 315,000 tons. Carbon County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) applies to this source. Title V of the 1990 Clean Air Act applies to this source. The emissions, in tons per year, will be as follows: PM10 2.00, NOx 9.80, SO2 0.60, CO 2.10, VOC 0.80.

The completed engineering evaluation and air quality impact analysis showed that the proposed


project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

The Washington County Solid Waste Service District (the District) is requesting renewal of its permit to operate the Class I Landfill located at 325 North Landfill Road (off Telegraph Road), Washington, Washington County. The landfill accepts non-hazardous solid waste from within the District's boundaries, Washington County. It also may accept non-hazardous solid waste outside its District boundaries (including out-of-state). By accepting out-of-District waste the District must abide by the conditions that monies or funds, received for disposal of waste received from outside the District's boundaries, are not to provide or support other government services other than the District. The landfill also accepts commercial waste, industrial waste, construction/demolition waste, waste tires, and other special wastes. It also may accept household hazardous wastes from conditionally exempt small quantity generators.

Canyon Gas Resources LLC operates the Westwater Compressor Station located in Grand County. The location is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. The existing equipment includes four dehydrators, five compressor engines, one thermal oxidizer and one storage tank. The company has proposed to install and operate three condensate storage tanks, increase the power rating to 600 hp for the Alax DPC 600 RICE engine, and remove Cooper Superior 6G825 RICE. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Available Control Technology (MACT) regulations and Title V of the 1990 Clean Air Act do not apply to this source. The emissions, in tons per year, will change as follows: NOx +2.42, CO -4.70, VOC -1.40, and HAPs +0.37. The changes in emissions will result in the following potential to emit totals: NOx = 75.98, CO = 79.72, VOC = 15.34 and HAPs = 5.26.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Specialty Lens Corporation (Specialty) has requested to operate a polarized lens production operation in South Salt Lake City. Specialty manufactures polarized prescription plastic lens blanks to sell to optical laboratories. A several step process is involved in the manufacturing of these lenses. The emissions from this source are VOC’s and HAPs from the solvents used to clean the lenses and adhesives.

Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The changes in emissions will result in the following, in tons per year, potential to emit totals: VOC = 34.77, HAPs = 0.13

Designer Marble has requested to operate a cultured marble manufacturing operation in Lindon. Designer Marble manufactures bathroom countertops, shower and tub enclosures, and various associated trim pieces. The resin is stored in an outside storage tank where it is pumped inside to be mixed before being poured into molds. The resin is poured into preformed molds fabricated to the different sizes needed. It is then sprayed with a catalyst to cure. The final steps involve quality control where imperfections are taken out and the marble is buffed.

Designer Marble operated two spray booths equipped with panel filters to control particulate. One is vented to atmosphere and the exhaust stream from the other is vented back to building.

Lindon is located in Utah County which is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

The emissions will result in the following, in tons per year, potential to emit totals: VOC = 9.15 and
HAPs = 9.15

Newspaper Agency Company (NAC), LLC has proposed to operate a new printing facility in West Valley City. It presently operates two printing facilities; one located at 143 South Main Street and the other located at 548 South Gale Street. NAC plans to close the printing operations at both locations and combine them into one new operation in West Valley City.

The new operation will be located in Salt Lake County, in the city of West Valley. Salt Lake County is a maintenance area for CO. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

Nephi Rubber Products, Inc. is requesting a reissue of a UPDES Permit.

Nephi Rubber Products discharges to an irrigation ditch on the northwest corner of the facility property. Approximately 90% of the water being routed to this discharge is non-contact, once through cooling water used in the rubber mill rolling process. A smaller contribution of approximately 10% comes from once through, contact cooling water used in hot feed extrusion process. Both cooling processes have been evaluated and determined not to significantly impact the quality of the original cooling water (i.e., culinary water). All of the discharged water is utilized year round by local farmers for irrigation and stock watering

An Emergency Hazardous Waste Permit was issued to the St. George City Bomb Squad on May 8, 2007. The Permit authorized the St. George City Bomb Squad to treat (detonate) up to six sticks of dynamite that was recovered from the backyard of a residence of Santa Clara, Utah.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. SOLID AND HAZARDOUS WASTE

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has issued an emergency hazardous waste treatment permit, (#UT-023-2007), to the Hill Air Force Base Explosion Ordinance Division. The permit allows EOD personnel from Hill AFB to treat, by open detonation, two, six-inch lengths of time fuse and two commercial blasting caps at Hill AFB. Hill AFB EOD personnel determined that it was safer to detonate the time fuse and commercial blasting caps at the Base rather than transport it to a permitted treatment facility. The permit was effective on May 11 through 14, 2007.

The proposed modification would incorporate a Federal Facility Agreement entitled “Integration Agreement for Air Force Cleanup of Air Force’s UTTR, the Wendover Range, and the Little Mountain Comples” into the permit. Based on comments from the previous Facility public comment period, a revised permit incorporating the proposed changes has been prepared.

Great Salt Lake Minerals Corporation (GSL) has requested approval to add two pumps to their west desert pumping operations. The Internal Combustion engines for the pumps will be diesel fired. There will be no increase in the hours of operation. The west desert pumping operations have been determined to be a separate source from the main minerals processing plant located on the east side of the Great Salt Lake. Pump Stations 112, 113 and 114 are located in Box Elder County, which is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. This source is subject to New Source Performance Standards (NSPS) under 40 CFR Part 60 Subpart Y - Standards of Performance for Coal Preparation Plants. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Because this source is a NSPS source, it also falls under the 40 CFR Part 70 or CAA Title V regulations.

Holly Refining and Marketing Company (Holly) has submitted a Notice of Intent to perform a number of modernization upgrades at their refinery in Woods Cross, Utah. Primarily, these changes will result in decreases in emissions, with the exception of volatile organic compounds (VOC) and carbon monoxide (CO). The CO emissions will increase by more than 100 tons per year, making this modification a Prevention of Significant Deterioration (PSD) major modification. The refinery is located in Davis County, which is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants, however Holly’s refinery is defined as impacting Salt Lake County in the PM10 SIP. New Source Performance Standards (NSPS) and Maximum Achievable Control Technology (MACT) regulations apply to this source and specifically to this modification. Title V of the 1990 Clean Air Act also applies to this source.

The emissions, in tons per year, will change as follows: PM10 -84, NOx -81, SO2 -82, CO +168, VOC +16. These changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 79, NOx = 613, SO2 = 1894.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

AIR QUALITY

Hunter Panels LLC operates a plant to manufacture polyisocyanurate foam insulating panels for use in commercial and industrial roofing applications. The source has proposed to add a cool vent to the plant. The cool vent process involves attachment of polyisocyanurate foam panels manufactured on the main process line to the oriented strand board (OSB) or plywood. Wood sawdust emissions shall be controlled using a baghouse. The plant is located in Tooele City, Tooele County. The location is in an attainment area for all pollutants. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source. There will be 1.88 tons per year increase in PM10 emissions. The new potential to emit totals, in tons per year, are as follows: PM10 = 2.11, NOx = 2.80, SO2 = 0.02, CO = 2.30, and VOC = 34.80.

L-3 Communications Inc. has submitted a Notice of Intent (NOI) to modify their current Approval Order (DAQE-AN2226005-05) for the electronic communications equipment manufacturing plant. The Company has requested to install and operate one standby generator and five natural gas boilers. This source is located at 640 North 2200 West, Salt Lake City, Salt Lake County. Salt Lake City is a nonattainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a maintenance area for ozone and CO. New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations do not apply to this source. Title V does not apply to this source. The emissions, in tons per year, will change as follows: PM10 + 0.03, NOx + 1.15, SO2 + 0.28, CO + 2.07, and VOC + 0.22. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 1.55, NOx = 12.26, SO2 = 0.36, CO = 8.77, VOC = 9.47 and HAPs = 5.81.

Watson Laboratories, Inc. has submitted a Notice of Intent (NOI) to construct and operate one waste water air stripper.

The source will be located in Salt Lake County, Salt Lake City, Utah. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and a Maintenance area for CO. There will be no violations of the NAAQS resulting from this project.

Title V of the 1990 Clean Air Act for area source applies to this source.

The emissions, in tons per year, will change as follows: VOC (+) 0.02 and Acetone (+) 0.05. The
changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 1.44, NOx = 24.36, SO2 = 1.18, CO = 15.94, VOC = 30.41, HAPs = 0.14, and Acetone 0.05.

WATER QUALITY


Sunnyside Cogeneration Associates is requesting a reissue of a UPDES permis.

Sunnyside Cogeneration Associates (SCA) is a steam electric power generating facility. SCA burns waste coal from refuse piles and utilizes nearby water supply sources for cooling water. SCA has a total of ten authorized discharge outfalls, of which two are associated with water supply and provide potential for discharge near Water Canyon into Grassy Trail Creek (outfall 002) and by the water storage reservoirs near the plant (outfall 003). The remaining eight permitted outfalls are from sedimentation ponds that drain surface water runoff throughout the SCA facility. Over the last five years, SCA has had a total of two discharging events, both related to heavy storm water events.

Central Weber Sewer Improvement District is requesting a reissue of a UPDES permit.

The proposed renewal permit is for Central Weber Sewer Improvement District’s wastewater treatment plant. The discharge flow of outfall 001 flows into the Weber River then into the Great Salt Lake. The discharge flow of outfall 002 flows into the Warren Canal, thence to the Weber River and finally into the Great Salt Lake.
