SOLID AND HAZARDOUS WASTE

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has issued an emergency hazardous waste treatment permit (#UT-046-2007) to the ATK Launch Systems – Promontory facility. This permit was issued so that ATK personnel could treat, in accordance with the Utah Hazardous Waste Management Rules, one three-gallon cylinder of ethylene oxide (EPA waste code U115). The permit was effective on October 31, 2007 and expired on November 2, 2007. Utah Administrative Rules allow application for an emergency permit if an imminent and substantial endangerment to human health or the environment is present. ATK personnel requested an emergency permit to treat the cylinder by open burning based on its determination that it was unsafe to transport it on public highways due to its severely rusted condition.

JP Excavating, Inc. has various locations throughout the State of Utah requests an Intent to Approve Portable Aggregate Processing Equipment

This plant would emit all air pollutants at the rate of less than 100 tons per year.

The engineering evaluation has been completed and the project would not result in adverse air quality impacts. It is the intent of the Executive Secretary to approve the project.

The source can operate at various locations throughout the State of Utah. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) 40 CFR 60 Subparts OOO regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA.

Opacity shall be limited to the values stated below and water sprays shall be required for the control of fugitive dust.

All crushers - 15% opacity
All screens - 10% opacity
All conveyor transfer points - 10% opacity
All diesel engines - 20% opacity
Conveyor drop points - 20% opacity
All other points - 20% opacity

Deseret Chemical Depot

This is a Title V significant modification for the purpose of the following changes:

1) Increase the Automatic Continuous Air Monitoring System (ACAMS) monitoring frequency from 5 minutes to 7 minutes;

2) Clarify the method specified for calculating incinerator agent exhaust gas emission rates using ACAMS;

3) Add Depot Area Air Monitoring System (DAAMS) as a method of demonstrating compliance with agent emission limits;

4) Revise the definition of "prompt reporting" for furnace operating temperatures;

5) To update MACT condition for the CAMDS Metal Parts Furnace; and

6) Remove CMA-2 and CAMDS-3.

Bill Barrett Corporation has submitted a Notice of Intent (NOI) to install, and operate additional equipment at a natural gas compressor station.

The source will be located in Carbon County, 0.75 miles southwest of the interplanetary airstrip. Carbon County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

Maximum Available Control Technology (MACT) regulations apply to this source (40 CFR 63 Subpart HH). New Source Performance Standards (NSPS) may apply to this source (40 CFR 60, Subpart KKK). National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations do not apply to this source. Title V of the 1990 Clean Air Act does apply to this source. This modification will reclassify this source from a minor area source to a major area source which requires a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the Intent to Approve.

The emissions increase, in tons per year, will be as follows:

PM10 = 6.74, SO2 = 0.43, NOx = 127.05, CO = 121.65, VOC = 154.40, HAPs = 18.36

The new emission totals, in tons per year, will be as follows:

PM10 = 11.41, SO2 = 0.43, NOx = 206.85, CO = 190.77, VOC = 208.27, HAPs = 22.91

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

SOLID AND HAZARDOUS WASTE

An emergency hazardous waste treatment permit (# UT-045-2007) has been issued to the Tooele Army Depot (TEAD) located in Tooele County, Utah. The permit allows the Army to treat two 40 mm munitions at the Test Area. The munitions were being tested, did not fire as designed and need to be detonated in place. Demilitarization personnel will detonate the munitions. This permit is in effect from October 30, 2007, through November 11, 2007.

The source will be located in Grand County, near the town of Thompson Springs Utah. Grand County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Achievable Control Technology (MACT) regulations, and Title V of the 1990 Clean Air Act do not apply to this source. This area source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the Intent to Approve.

The emissions, in tons per year, will be as follows:

The PacifiCorp-Deer Creek Mine (DCM) is an active underground coal mine facility located up Huntington Canyon off U.S. 31 approximately 8 miles northwest of Huntington City, Utah in Emery County. DCM is a Bituminous Coal Underground Mine that produces over three million tons of coal each year for use at near by PacifiCorp power plants.

PacifiCorp, has submitted a Notice of Intent (NOI) to correct the listing for some equipment in the Approval Order (AO) for its Utah County power plant. The “as installed” diesel fire pump, emergency diesel generator, and fuel dew point heater differ slightly in heat input rate than what was originally permitted. Utah County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10, and is a Maintenance area for CO and ozone. New Source Performance Standards A, Db, Dc, and GG continue to apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source. The Title V operating permit for this source shall be amended prior to the operation of the approved modifications. The “as installed” equipment will increase emissions as follows: PM10 + 0.7, NOx +2.6, SO2 +0.4, CO +1.9, VOC +1.0. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 97, NOx = 126, SO2 = 27, CO = 551, VOC = 72. This change in emissions will also require offsets in the amount of 4.44 tons per year which will be deducted from PacifiCorp’s offset registry. These offsets will be in the ratio of 0.84 tons of PM10, 3.12 tons of NOx, and 0.48 tons of SO2.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Geary Construction has operated an aggregate plant in Summit County, Utah. The location is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. The company has proposed to replace the two 400 HP diesel generators with two 750 HP generators, and add a 400 HP diesel generator to the plant. There will be no production increases requested. The source will maintain the same power generation capacity, 1,600,000 HP-hr a year for all the generators combined. The New Source Performance Standards (NSPS) regulations, Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants, apply to this source. Title V of the 1990 Clean Air Act applies to this source. The emissions, in ton per year, will remain unchanged as permitted previously in the AO (DAQE-AN0695003-05) as follows: PM10 = 12.67, NOx = 45.55, SO2 = 6.71, CO = 11.46 and VOC = 2.20.

The source is located in Utah County, near the city of Payson, Utah. Utah County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

• 3,250 gallons of primer consumed per rolling 12-month period

• 4,450 gallons of paint consumed per rolling 12-month period

• 4,180 gallons of lacquer thinner consumed per rolling 12-month period

• 50,000 decatherms of natural gas consumed per rolling 12-month period per rolling 12-month period

Consolidation Coal Company requests to modify a UPDES permit.

Consolidation Coal is a coal mining facility in Emery County. They are modifying their UPDES wastewater permit. Their wastewater discharge consists of mine dewatering and storm water from the active mining area. The compliance schedule for TDS is being extended while the receiving stream receives further studies and assessment.
