SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on August 16, 2007, at 6:00 p.m. at the Tooele County Courthouse for a one-time, site-specific treatment variance request, submitted by EnergySolutions LLC for the Mixed Waste Facility. EnergySolutions proposes to receive this waste for macroencapsulation in the Mixed Waste Landfill Cell rather than chemical stabilization, as required. This request is based on the fact that the waste has been already been encapsulated in concrete at the generator’s site. Treating this waste by the required method would mean grinding the waste and potentially exposing workers to unnecessary contamination and potential security risks.

DFCM has submitted a Notice of Intent to install and operate one diesel fired emergency generator rated at 500kW. In addition a change in the AO was made to reflect that Methyl ethyl Ketone (MEK) has been deleted from EPA’s list of hazardous air pollutants effective as of December 19, 2005.
The source will be located in Iron County which is an-attainment area of the National Ambient Air Quality Standards. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards (NSPS) apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V Minor Source Program of the 1990 Clean Air Act applies to this source.

Aragonite proposes raising the limit for the maximum baghouse inlet gas temperature from 375 degrees to 425 degrees Fahrenheit. The modification request includes a supporting Trial Burn Plan outlining how the Aragonite incineration facility proposes to conduct testing to demonstrate the new permit limit.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on August 29, 2007, at 6:00 p.m. at the Brigham City Library for the re-issuance of a Post-Closure Permit for the ATK Launch Systems – Promontory Facility. ATK’s Post-Closure Permit was originally issued by the Executive Secretary of the Board on 9/1/92 to direct groundwater monitoring and corrective action for groundwater contamination resulting from operations at surface impoundments located at the M-136 area of the facility. The surface impoundments were closed and capped in 1992. The original permit expired in 9/02, but ATK has continued to operate under conditions of the original permit while working with the Utah Division of Solid and Hazardous Waste to develop a new draft permit.

Tesoro Refining and Marketing Company submitted a Notice of Intent (NOI) to install and operate a new gasoline hydrotreater unit (GHT) at their refinery in Salt Lake County. The purpose of the new unit is to comply with the Tier 2/Gasoline Sulfur regulations which become effective January 1, 2009. Total permitted emissions from the refinery will not increase as a result of this project, although some increase in actual emissions is expected.
Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2, and is a Maintenance area for O3 and CO (in Salt Lake City). San Juan County has submitted a permit renewal application to continue operation of the Class I non-hazardous solid waste landfill located approximately eleven miles south of Blanding, Utah. Renewal of the permit will allow the landfill to continue to accept non-hazardous solid waste including municipal waste, commercial waste, industrial waste, construction/demolition waste, and certain special wastes. The draft permit renewal continues the existing exemption for ground water monitoring and the exemptions from the liner requirement of the solid waste rules.

Kern River has submitted a Notice Of Intent (NOI) to accurately characterize emissions of each emission source for the Salt Lake City Compressor Station.
The source will be located in Salt Lake County. Salt Lake County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10 and SO2 and is a Maintenance area for CO. There will be no violations of the NAAQS resulting from this project.
New Source Performance Standards Subpart GG, 40 CFR 60.330 to 60.335 (Standards of Performance for Stationary Gas Turbines) apply to this source. This source is not subject to any National Emission Standards for Hazardous Air Pollutants or Maximum Achievable Control Technology regulations. Title V of the 1990 Clean Air Act does not apply to this source.

AIR QUALITY
Kimberly-Clark Worldwide operates a diaper manufacturing plant near Ogden, Weber County. The plant is located in an attainment area of the county for all criteria pollutants (City of Ogden is a nonattainment area for PM10 and a maintenance area for CO). The source has proposed to add an additional production line (#12) to this plant. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act does not apply to this source. The PM10 emissions will increase by 2.53 tons per year. The increase in emission will result in the following, in tons per year, potential to emit totals: PM10 = 32.84, NOx = 11.23, SO2 = 0.04, CO = 7.78, and VOC = 7.25.
Dispersion modeling analysis for PM10 was conducted using the parameters in the Notice of Intent. The results show that the source complies with the National Ambient Air Quality Standards (NAAQS) if operating under the terms and conditions of this Approval Order.

AIR QUALITY
Pacific States Cast Iron Pipe Company (Pacific States) has requested a modification to their approval order (DAQE-AN0794012-05) to reestablish the emissions of NOx from the cupola on a pounds per hour (lb/hr) basis. In addition, Pacific States’ annual NOx emission limitation will be reworked on a production phase correlation basis. Pacific States is located in Provo, Utah County, which is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source, with the requirement that the Title V operating permit for this source shall be amended prior to the operation of the approved modification. The reestablishment of the cupola emissions will generate 16.1 tons per year increase in NOx emissions. The change in NOx emissions will result in the following, in tons per year, potential to emit totals: PM10 = 24.8, SO2 = 25.1, NOx = 88.6, CO = 1,059.2, VOC = 355.0

The Executive Secretary of the Solid and Hazardous Waste Control Board will hold a hearing on September 13, 2007, at 5:00 p.m. at the Tooele Administrative Building for a Class 3 modification (07.01457) to the Tooele Chemical Agent Disposal Facility’s (TOCDF) permit. This modification seeks to update the process for pre-treating the projectiles prior to feeding them to the Metal Parts Furnace and modifying the operating parameter limits. A trial burn plan for 155mm processing is included with the modification.

The purpose of this modification is to change pre-treatment procedures prior to projectiles being feed to the Metal Parts Furnace (MPF), and to change operating parameter limits in the MPF. A trial burn plan is included with the modification.
