SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on October 2, 2007 to receive comment on two site-specific variances requested by EnergySolutions LLC at 6:00 p.m. at the Tooele County Courthouse.
a) The first variance is to receive waste containing osmium tetroxide (P087). The required treatment methods for this waste are either RMETL or RTHRM. Each of these methods is designed to recover the osmium metal for recycling. Due to the radioactive nature of this waste, reuse of osmium is not possible. EnergySolutions is proposing to grout the waste in a cement mixture, then isolate the resulting monolith with its macroencapsulation process, and then dispose of the waste in the Mixed Waste Landfill Cell.
b) The second variance is to receive 11 cubic feet of waste containing lead contamination (D008) and also containing Polychlorinated Biphenyls (PCBs) as Underlying Hazardous Constituents. Through treatability studies performed at the site, EnergySolutions has confirmed successful treatment below the treatment standards for all contaminants except PCBs. The PCB treatment standard is not attainable using their current chemical treatment technologies. Following treatment of the lead, final disposal of the waste will occur in the Mixed Waste Landfill Cell.

The Deseret Chemical Depot (DCD) will hold a public information meeting on October 3, 2007, at the Tooele Chemical Stockpile Public Outreach Office at 6:00 p.m. for a Class 2 Modification (07.02728) to its Tooele Chemical Agent Disposal Facility (TOCDF) permit. The DCD installed a high-speed fire suppression deluge system directly above the Miscellaneous Parts Removal Station (MPRS) Conveyor to reduce an associated fire hazard when punching multiple holes into booster canisters, which resulted in a wide dispersion of explosive powder onto the conveyor and surrounding surfaces. The deluge piping no longer serves a useful purpose since no munitions remain in the DCD stockpile that possess boosters. In order to eliminate maintenance of the obsolete system and the inherent potential for spurious or inadvertent actuation, TOCDF intends to remove the piping system through this modification.

SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Solid and Hazardous Waste Control Board will hold a hearing at 7:00 p.m. on September 20, 2007, at the Weber County Public Library in Ogden, Utah for a draft permit renewal for the storage of hazardous waste at the Ashland Distribution Facility. The original permit was issued 8/8/97. The draft is a renewal and update of the original permit.
