SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on August 16, 2007, at 6:00 p.m. at the Tooele County Courthouse for a one-time, site-specific treatment variance request, submitted by EnergySolutions LLC for the Mixed Waste Facility. EnergySolutions proposes to receive this waste for macroencapsulation in the Mixed Waste Landfill Cell rather than chemical stabilization, as required. This request is based on the fact that the waste has been already been encapsulated in concrete at the generator’s site. Treating this waste by the required method would mean grinding the waste and potentially exposing workers to unnecessary contamination and potential security risks.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on August 29, 2007, at 7:00 p.m. at the Tooele County Courthouse for a Class 3 modification (07.00947) to the Clean Harbors Aragonite, LLC permit. Aragonite proposes raising the limit for the maximum baghouse inlet gas temperature from 375 degrees to 425 degrees Fahrenheit. The modification request includes a supporting Trial Burn Plan outlining how the Aragonite incineration facility proposes to conduct testing to demonstrate the new permit limit.

SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board will hold a hearing on August 29, 2007, at 6:00 p.m. at the Brigham City Library for the re-issuance of a Post-Closure Permit for the ATK Launch Systems – Promontory Facility. ATK’s Post-Closure Permit was originally issued by the Executive Secretary of the Board on 9/1/92 to direct groundwater monitoring and corrective action for groundwater contamination resulting from operations at surface impoundments located at the M-136 area of the facility. The surface impoundments were closed and capped in 1992. The original permit expired in 9/02, but ATK has continued to operate under conditions of the original permit while working with the Utah Division of Solid and Hazardous Waste to develop a new draft permit.

Dugway Proving Ground will hold a public information meeting on September 6, 2007, at 7:30 p.m. at the Tooele County Courthouse for a Class 2 modification (07.02383) to its RCRA Part B Permit. The modification would insert Closure Plans and Post-Closure Plans for Solid Waste Management Units (SWMUs) and Hazardous Waste Management Plans (HWMUs) as attachments into Module VII. The text in Modules IV and VII would be revised to remove clean closure SWMUs and HWMUs and to coincide with the insertion of the Closure and Post-Closure Plans. The modification also includes the addition of the Groundwater Management Area (GMA) Plans for English Village, Carr, and the Downrange Grid and the associated training requirements for GMA samplers.

The Executive Secretary of the Solid and Hazardous Waste Control Board will hold a hearing on September 13, 2007, at 5:00 p.m. at the Tooele Administrative Building for a Class 3 modification (07.01457) to the Tooele Chemical Agent Disposal Facility’s (TOCDF) permit. This modification seeks to update the process for pre-treating the projectiles prior to feeding them to the Metal Parts Furnace and modifying the operating parameter limits. A trial burn plan for 155mm processing is included with the modification.
