Flaming Gorge Dam Wastewater Treatment Plant is requesting a reissue of a Utah Pollutant Discharge Elimination System (UPDES) Permit.

The USBR Flaming Gorge Dam Wastewater Treatment Plant (FGWTP) is located at the Dam site in Daggett County. The facility serves the Flaming Gorge Dam Visitors Center and the United States Bureau of Reclamation personnel employed at the Dam. The raw wastewater is fed into a holding tank, which then pumps the wastewater as needed to the treatment plant. The new permit includes bio-solids previsions.

Public Notice of Proposed Rule Changes

The Division of Solid and Hazardous Waste’s Used Oil Section is proposing changes to the Used Oil Management Rules (R315-15). The purpose is to update requirements for consistency with other Division program rules, provide more clarity, and to include requirements specified in the Used Oil Management Act that were not included in the original rules. In addition, standardized wording for the various financial assurance mechanisms have been requested by the regulated community to improve and streamline the permit application process.

Weir Specialty Pumps is requesting a reissue of a UPDES Permit.

Weir Specialty Pumps produces industrial water pumps and has a Standard Industrial Classification code of 3561 for pumps and pumping equipment. In addition to cutting and machining new parts on site, prefabricated parts are also used in the assembling of the pumps. The completed pumps are tested onsite. The water left in the pumps after the testing is done is the main source of discharge.

PacifiCorp has submitted a Notice of Intent (NOI) to replace and install new emissions control equipment (replace the electrostatic precipitator with a fabric filter, upgrade a flue gas desulfurization system, and install new low-NOx burners and an overfire air systems) at Units #1, #2 and install low-NOx burners and an overfire air system on Unit #3 of the Hunter Power Plant. These changes will result in substantial emission reductions of sulfur dioxide (SO2), particulate matter (PM) and nitrogen oxides (NOx) and increase in CO emissions at the plant. In addition, the Company is requesting plantwide applicability limits (PALs) for SO2 and NOx emissions and Unit #3 SO2 emission limit to be set at 0.12 lb/MMBtu. Additionally, opacity language for the Unit #1, #2, and #3 boilers stacks was expanded and to clarify opacity limit during the startup and shutdown periods.

The source is located in Emery County, near Castle Dale, Utah. Emery County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) regulations apply to this source, but no changes in these requirements will result from the modifications. Title V and title IV the 1990 Clean Air Act apply to this source, and the Title V Operating Permit will be updated prior to operation of the new or modified control equipment.

The source has limitations that are established in the Intent to Approve. Modified limitations listed in the Intent to Approve are as follows:

Unit #1 and #2 boilers:
PM10 = 0.015 lb/MMBtu (three test run average) after the installation and operation of the baghouses
NOx = 0.26 lb/MMBtu (30-day rolling average) after the installation and operation of the Low NOx burners and overfire air
SO2 = 0.12 lb/MMBtu (30-day rolling average)
CO = 0.34 lb/MMBtu (30-day rolling average) after the installation and operation of the Low NOx burners and overfire air
CO = 0.84lb/hr (8-hour block average)

Unit #3 boiler
PM10 = 0.02 lb/MMBtu (six hour average)
NOx = 0.34 lb/MMBtu (30-day rolling average) after the installation and operation of the Low NOx burners and overfire air
SO2 = 0.12 lb/MMBtu (30-day rolling average)
CO = 0.2 lb/MMBtu (30-day rolling average) after the installation and operation of the Low NOx burners and overfire air
CO = 0.49lb/hr (8-hour block average)

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has received a one-time, site-specific treatment variance request submitted by EnergySolutions LLC for a waste with Waste Codes D009 or U151 (high subcategory mercury). The treatment variance request, if approved, would allow EnergySolutions to treat the waste with an amalgamation process that achieves the Land Disposal Restriction requirements without the initial steps of incineration or retorting. This variance would be valid for one year following approval.

Energy Fuels Resources Corporation owns and operates the Energy Queen Mine, which is an underground uranium and vanadium mine. The discharge treatment system for this facility consists of a chemical precipitation process with barium chloride. The intercepted mine water is pumped and mixed with barium chloride and then up to an initial treatment pond where the barium chloride assists in Radium reduction.

Hill Air Force Base (Hill) has requested to modify the Approval Order DAQE-167-92, to update equipment.

The source will be located in Davis County, close to the city of Layton, Utah. Davis County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all criteria pollutants except Ozone which is classified as maintenance area. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) regulations apply to this source, but not to this process. Title V of the 1990 Clean Air Act does apply to this source and the Title V permit will be administratively amended to incorporate changes.

This permitted operation has limitations that are established in the Intent to Approve. Volatile Organic Compound emissions are controlled by a throughput limitation.

The emission (in tons per year) is: 1.0 VOC

An emergency hazardous waste storage permit (#UT-048-2007) has been issued to the United States Air Force, Utah Test and Training Range (UTTR) located in Box Elder County and Tooele County, Utah. The permit allows the Air Force to store up to 172,000 pounds Net Explosive Weight of explosive items at the UTTR Missile Storage Area. The explosives will be stored if unfavorable weather conditions force a delay in treatment at the Thermal Treatment Unit. The Air Force has requested the permit because it has determined that storage at the UTTR is more protective of human health and the environment than further transporting the explosive material.

The Hazardous Waste Management Rules prohibit Large Quantity Generators of hazardous waste from storing ignitable or reactive hazardous waste within 50 feet of their property boundary. This variance, if approved, would allow Frontier Scientific Inc. to store ignitable hazardous waste within 50 feet of its property boundary.

Leamington Town Corporation proposes to inject water originating from the Leamington Town springs in Fools Creek Canyon and treated by gas chlorination into the Leamington Town Culinary Water Well for later recovery. The annual injection volume is limited by the 0.25 cubic feet per second (112 gallons per minute) water right Leamington has for the springs in Fool Creek Canyon as indicated in the Ground Water Recharge Permit issued by the Utah Division of Water Rights. The injected water must meet all Federal and State MCLs and Ground Water Quality Standards prior to injection. All additives introduced into the injection stream must meet all Utah Rules for Public Drinking Water Systems found in UAL R309-525-11. Prior to the commencement of injection, the permittee is required to conduct a comprehensive water quality analysis of the ground water from the aquifer into which injection is to occur (ground water produced from the Leamington Town Culinary Water Well). Once injection has commenced the injectate shall be analyzed for a comprehensive list of parameters once per 5-year permit cycle and an abbreviated parameter list annually. Annually the recovered ground water shall be analyzed for an abbreviated parameter list. If a new injectate source is proposed for inclusion in the injectate stream, it shall be analyzed annually for a comprehensive list of parameters. Additional monitoring requirements are detailed in the draft permit.

Ensign-Bickford Company (EBCo) has operated an explosives manufacturing plant on the subject site since prior to World War II. The facility uses a Granulated Activated Carbon remediation system to remove low concentrations of constituents of energetic materials (CEM’s) from ground water and discharges to Hobble Creek after treatment.

The facility has recently finished a total upgrade and expansion of the facility. The facility has a design flow of 35 MGD with a peak of 65 MGD, and a storm event peak of 102 MGD. The source will be located in Duchesne County, in Gate Canyon 23 miles southeast of Duchesne, Utah. Duchesne County is an Attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Achievable Control Technology (MACT) regulations, and Title V of the 1990 Clean Air Act do not apply to this source. This area source does not require a Title V operating permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the Intent to Approve.

The emissions, in tons per year, will change as follows:

Denison Mines (USA) Corp. has submitted a Notice of Intent (NOI) to modify its existing Approval Order (AO) to add casting wheels to the approved equipment list, to replace the existing baghouse with a larger, more efficient cartridge filter, and to install a new propane-fired boiler rated at 25.2 million Btu per hour.

The source is located in San Juan County, near the city of Blanding, Utah. San Juan County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

NSPS Subpart Dc (Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units) applies to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR 61, Subpart W applies to this source. Maximum Available Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act for minor sources applies for this source.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

Total 2,439,249 gallons of propane per rolling 12-month period for Superior Boiler Works boiler, model X6-5-3000-5150-PF-LPG

Propane-fired, low NOx boiler - 10% opacity

The emissions, in tons per year (tpy), will change as follows: PM10 (+ 1.45), NOx (+ 4.10), SO2 (+ 1.88), CO (+4.10), VOC (+ 2.76), HAPs (0.20). These increases in emissions will result in the following, in tpy, potential to emit totals from the point sources: PM10 = 33.91, NOx = 39.61, SO2 =2.91, CO = 10.49, VOC = 4.03, HAPs = 0.66.

Granite Construction Company (Granite) has operated at Haunted Hollow to produce asphalt products under a portable permit and a temporary relocation letter (DAQC-303-2007). The haunted Hollow site is to the southeast of the existing West Haven Operation (WHO) and separated by a street. Both the Haunted Hollow and the WHO are owned by Granite, have the same SIC code, and are adjacent and contiguous, and therefore, belong to a single source. Granite has proposed to operate the Haunted Hollow on a permanent basis. The equipment includes a hot mix asphalt plant, asphalt tanks, generators, and other associated equipment. Annual production is limited at 175,000 tons asphalt products. The site is located in an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) subparts A, OOO and I apply to this source. Title V of the 1990 Clean Air Act applies to this source. As a result of the modifications, the emissions, in tons per year, will change as follows: PM10 +4.80, NOx +14.46, SO2 +5.08, CO +23.48, VOC +5.54, and HAPs +0.01. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 15.57, NOx = 27.88, SO2 = 6.49, CO = 39.41, VOC = 19.08 and HAPs = 1.01.

Hill Air Force Base (Hill) has requested to modify the Approval Order DAQE-AN0121165-04 dated June 8 2004, the metal melt furnace, to increase natural gas consumption and update equipment list.

The source will be located in Davis County, close to the city of Layton, Utah. Davis County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all criteria pollutants except Ozone which is classified as maintenance area. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) regulations apply to this source, but not to this process. Title V of the 1990 Clean Air Act does apply to this source and the Title V permit will be administratively amended to incorporate changes.

This permitted operation has limitations that are established in the Intent to Approve. Volatile Organic Compound emissions are controlled by a throughput limitation.

The emission (in tons per year) is: 0.085 PM10, 0.01 NOX and 0.01 CO

The revised CMS Report includes details on the areas of contamination to be remediated, soil cleanup criteria and risk-based groundwater protection standards. The report also summarizes the current facility conditions, and criteria and procedures to identify and select the final corrective measures remedy. An information meeting will be held 3/13/08 at 6:00 p.m. at the Mapleton City Hall in Mapleton City, UT.

Schreiber Foods, Inc. (SFI) has acquired the whey drying operation previously owned and operated by Protient, Inc. near Smithfield Utah. SFI has submitted a Notice of Intent (NOI) to consolidate the Approval Order (AO) for its cheese manufacturing facility (DAQE-AN119490002-07) and the AO for its recently acquired whey processing facility (DAQE-AN0132630001-07). Both operations are at the same location. Since this is a combination of two existing AO’s, there will be no net emissions increase.

The source will be located in Cache County, near the city of Smithfield Utah. Cache County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. There will be no violations of the NAAQS resulting from this project.

New Source Performance Standards (NSPS) Subparts A (General Provisions) and Dc (Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units) apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source; however, this source does not require a Title V Operating Permit.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

1,142,371 MMBtu of natural gas consumed per rolling 12-month period

17,520 tons of whey produced per rolling 12-month period

10% opacity from dryer oven exhaust stack and boiler exhaust stack, 20% opacity applies to the boilers when burning fuel oil in the boilers during natural gas curtailment.

The emissions (in tons per year) are a combination of both the cheese manufacturing and whey manufacturing facilities and will remain as follows: PM10=17.57, NOx= 57.73, SO2= 0.34, CO= 47.03, VOC= 3.08.

CCAM Enterprises (CCAM) has proposed to operate a new wood cabinet manufacturing plant in West Valley City, a nonattainment area for PM10 and SO2, and a maintenance area for ozone. The new CCAM plant will replace the plant currently located in Salt Lake City, and a majority of the equipment from the existing plant will be used in the new plant.

New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations, and Title V do not apply to this source. The source will emit less than major source thresholds for HAPS; therefore, MACT for wood furniture manufacturing operations does not apply to the source. However, the source is subject to Utah Rules R307-343 which delineates Emissions Standards for Wood Furniture Manufacturing Operations in Davis and Salt Lake Counties and Ozone Nonattainment Areas. The company is moving from its existing plant to its new location in West Valley City. The net emissions increases of all pollutants will be offset by the existing emissions from the currently operating plant which will cease to operate as the new plant comes online. Therefore, emission offset is not required.

The source has limitations that are established in the Intent to Approve. Visible emissions are controlled by opacity standards set in the ITA. Some of the limitations that are listed in the ITA are included in this newspaper notice and are as follows:

238,000 decatherms of natural gas used per rolling 12-month period,
15.25 tons per rolling 12-month period for all HAPs combined including n-hexane,
xylene, toluene, methanol, mthyl isobutyl ketone, benzene, ethyl benzene, vinyl acetate, etc.

The potential to emit totals, in tons per year, will be as follows: PM10 = 4.07, SO2 = 0.07, NOx = 11.74,
CO = 9.72, VOC = 48.79, and total HAPs = 15.38.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is soliciting public comments of the proposal to close two interim status hazardous waste units (the Burn Out Oven, and the Magnesium Still Residue Storage Area) operated by the Western Zirconium company located near Little Mountain, approximately 12 miles west of Ogden, Utah. The closure plans were prepared by Western Zirconium in accordance with the requirements of R315-7-14 of the Utah Administrative Code (40 CFR 265 subpart G). The proposed closure plans include details on sampling and criteria for material disposal.
