The Tooele Chemical Agent Disposal Facility (TOCDF) will hold a public information meeting on April 29, 2009, at 6:00 p.m. at the Tooele Chemical Stockpile Outreach Office for a Class 3 permit modification request (09.01106). TOCDF proposes to process mustard munitions and ton containers (TCs) known to contain Mercury (Hg) while the incinerator Hg abatement equipment is in operation. The modification proposes Demonstration Tests be conducted in the Metal Parts Furnace (MPF) and one of two Liquid Incinerators (LICs) to show the effectiveness of newly installed equipment to remove Hg from incinerator exhaust gas.

EnergySolutions, LLC will hold a public information meeting on April 30, 2009, at 7:00 p.m. at the Tooele County Courthouse for a Class 2 modification (09.01112). EnergySolutions proposes to update the thermal desorption permit attachments based upon knowledge obtained during shakedown operations and Waste Family Demonstration Testing. The modification would update several attachments within the Permit and add a new attachment describing the operating parameters of approved thermal desorption waste families.

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is proposing to enter into a Stipulation and Consent Order (Consent Order) with Ogden Chrome Plating to resolve a Notice of Violation (NOV) issued November 19, 2008. The NOV was based on findings documented during an inspection at the facility. The public comment period for the Consent Order will begin on May 1, 2009, when the public notice is published in the Salt Lake Tribune, and the Deseret News. The comment period will end on June 1, 2009.

Company Name: Questar Pipeline Company
Location: Questar Pipeline Company: Oak Spring Turbine Compressor Station – 6.5 miles west of Spring Glen, remote site, Carbon County, UT, Carbon County
Project Description: Questar Pipeline Company has requested a modification to their Approval Order (AO) DAQE-424-01 to replace an existing turbine with a larger turbine at the Oak Spring Station located approximately 6.5 miles west of Spring Glen, Utah. The Oak Spring Station consists of three turbine compressor engines and one backup generator. The Oak Spring Compressor Station is located in Carbon County which is an attainment area of the National Ambient Air Quality Standards for all pollutants. New Source Performance Standards apply, but National Emission Standards for Hazardous Air Pollutants regulations do not apply to this source. This source is being reclassified as a minor source due to the emission decrease. Title V of the 1990 Clean Air Act does apply to this source as a Minor source. The change in the estimated emissions from the Oak Springs Station will be: (-) 14.19 Tons Per Year (TPY) NOx, (+) 0.65 TPY CO, (+) 1.5 TPY PM10, (+) 1.33 TPY SO2, (-) 10.47 TPY VOC, (-) 4.0 TPY HAPs. The total estimated emissions from the Oak Springs Station will be: 90.03 Tons Per Year (TPY) NOx, 90.26 TPY CO, 4.16 TPY PM10, 2.07 TPY SO2, 1.52 TPY VOC, 2.03 TPY HAPs.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Changes: CAM applies to the Rotary Kiln (20-1, DS1RK). CAM is included in the renewal permit in Condition II.B.4.b. Company Name: Intermountain Power Service Corporation
Location: Intermountain Power Service Corporation: Intermountain Generation Station – 850 West Brush Wellman Road, Delta, UT, Millard County
Project Description: Intermountain Power Service Corporation (IPSC) operates the Intermountain Generating Station (IGS) coal fired steam-electric plant, consisting of two 950 MW units located near Delta in Millard County. IPSC is requesting to replace existing baghouse exhaust blowers on DC-1 and DC-2 with blowers of larger flow capacity and replace the current polyester cloth bags with acrylic-teflon bags to enhance capture and reduce blinding. A logic control system will also be added to control pulse jet cleaning cycles based on differential pressure rather than timed cycling. No changes will be made to the physical configuration of the baghouses. As a result of increased air flows, PM10 emissions will increase by 0.6 tons per year.

Conditions 25 and 26 within Approval Order DAQE-AN0327015-05 regarding the 5 year demonstration of compliance with WEPCO rule have now expired and are removed with this modification.

Millard County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source performance Standards (NSPS), Subpart Da and Subpart Y apply to this source. National Emission Standard for Hazardous Air Pollutants (NESHAP) do not apply to this source. Boilers 1 & 2 are also Group 1, Phase II units under the Acid Rain Program. IPSC is a PSD source of NOx, SO2, CO, and PM10. Title V of the 1990 Clean Air Act applies to this source. This AO is being processed as an enhanced AO, and the Title V permit will be administratively amended after the AO is issued.

WATER QUALITY

Lake Point Improvement District is requesting a reissued of a UPDES Permit.

Lake Point Improvement District has a facultative lagoon system that became operational in 1972 with a nine acre primary cell and a 7.4 acre secondary cell. A five acre third cell was added in 1987 for polishing the effluent. In April 2005, eight Aeromix Tornado Aerators were installed in the primary cell to eliminate odor problems and increase the capacity of the lagoons, thus extending the life of the existing lagoon system.

The SCO will resolve two Notices of Violation issued on August 26 and August 28, 2008, regarding violations of applicable used oil rules (R315-15) and conditions of Thermo Fluids' used oil processor and transporter permits.

The Title V Operating Permits Program does not impose new substantive requirements on a source but does require that sources subject to the program obtain a renewable operating permit that clarifies, in a single document, which requirements apply to the source and assures the source's compliance with those requirements.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Mountain States Asphalt has requested permission to establish a stationary area source at a site in Tooele, Tooele County. The bulk asphalt distribution terminal will consist of four large tanks, numerous processing and blending tanks of various sizes, three natural gas fueled boilers, and three asphalt product loading racks.

The asphalt terminal will be capable of a throughput of 46,000,000 gallons of asphalt per rolling 12-month period.

The potential emissions, in tons per year, will be as follows: PM10 = 0.79, NOx = 12.51, SO2 = 0.08, CO = 10.51, VOC = 44.36, HAPs = 0.24

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.

Vanrok LLC has requested a modification to its AO, DAQE-AN3304001-06, to add three generators and to increase aggregate production to one million tons per year to its site, Provo Canyon Pit, located in Utah County.

Utah County is a nonattainment area for particulate matter with a diameter less than or equal to 10 microns. The Provo/Orem area is a nonattainment area for CO. 40 Code of Federal Regulations, Part 60, Subpart OOO - Standards of Performance for Nonmetallic Mineral Processing Plants applies to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source.

The emissions, in tons per year, will change as follows: PM10 = + 4.23, NOx = + 2.78, SO2 = + 0.90, CO = - 0.02, VOC = + 0.43.

The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 8.02, NOx = 11.14, SO2 = 1.29, CO = 3.68, VOC = 0.79.

Saratoga Springs is requesting a reissue of a UPDES Permit.

Saratoga Springs facility consists of naturally surfacing geothermal spring water that is treated with chlorine and used for a swimming pool and spas. The water is intermittently pumped from the pool discharge to the head of a man made earthen and rock water course through the immediate park area. After running down through the park area, the water commingles with the unused portion of the surfacing spring water, and continues to flow southeast through an earthen and rock ditch to the wetlands of Utah Lake.

Sunroc Corporation (Sunroc) operates an aggregate production plant near the City of Santaquin in Utah and Juab Counties. The operations are primarily located at Utah County. Utah County is a Non-attainment area of the National Ambient Air Quality Standards (NAAQS) for PM10. The source will operate a main crushing plant, a secondary plant, and a trackscreen plant. Generators will supply power to the plants. The source will produce up to 1,250,000 tons of aggregate materials, where no more than 1,150,000 tons are processed per rolling 12-month period. New Source Performance Standards (NSPS) applies to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source. The emissions, in tons per year, will change as follows: PM10 (+) 12.90, NOx (+) 8.75, SO2 (+) 0.52, CO (+) 1.89, VOC (+) 0.65. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 26.72, NOx = 36.75, SO2 = 0.99, CO = 8.31, VOC = 1.40 and HAPs = 0.01.

United States Gypsum Company (USG), owner and operator of the gypsum product manufacturing plant location in Sigurd, Sevier County is requesting to modify the flow rates of their Raymond Mill, Ready Mix, Calcining Kettle #1, Calcining Kettle #2, and Pre Stucco Treatment baghouses. In addition, they are requesting to adjust the Calcining Kettle #1 limit to better reflect actual stack test data. Sevier County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) apply to this source (40 CFR 60 Subpart OOO). National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT) regulations do not apply to the source. Title V of the 1990 Clean Air Act does apply to this source but an Operating Permit is not required.

PM10 emissions, in tons per year, will decrease by 2.32 tpy.

The changes in emissions will result in the following, in tons per year: PM10=26.93, NOx=12.26, SO2=0.15, CO=20.61, VOC=4.48, and HAPs=1.50.

The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.
