The Executive Secretary of the Utah Solid and Hazardous Waste Control Board invites public comment regarding a proposal for remediation of Solid Waste Management Unit (SWMU) 192 at the U.S. Army Dugway Proving Ground (Dugway). The proposal is outlined in the document titled: Corrective Measures Study (CMS) Report for SWMU 192. This site includes 62 trenches used for demilitarization and subsequent disposal of waste generated during demilitarization of about 30,000 M55-Rockets. The demilitarization activities occurred in the 1970s.

AIR QUALITY
ATK Launch Systems Inc. (ATK) is requesting a modification to their Approval Order (AO) DAQE-064-98, issued on January 27, 1998. The requested modification is to add one diesel fired emergency generator rated at 565 kW in Building M-016. The current AO limits the engine operation with annual emission rates that were calculated based upon emission factors listed in the AO for several pollutants. Emission factors are subject to change. These limits have been replaced with hp-hr limits for all generators. This site is located in Box Elder County, an area of attainment for all criteria Clean Air Act pollutants. New Source Performance Standards (NSPS) and Maximum Achievable Control Technology (MACT) standards apply to this modification. This source is a Title V source. The emissions changes from this modification, in tons per year (tpy), will be as follows: PM10 + 0.07, NOx + 0.77, SO2 + 0.14, CO + 0.18, and VOC + 0.02. The total tpy emissions estimate for the ATK generators will be as follows: PM10 = 3.70, NOx = 51.89, SO2 = 3.52, CO = 64.49, and VOC = 6.67.

AIR QUALITY
On March 10, 2009, Chevron Products Co – SL Refinery (Chevron) submitted a Notice of Intent (NOI) for turnaround work to take place at the fluid catalytic cracking unit during the fall of 2009. This NOI also addressed several corrections to Chevron's previous Approval Order (AO) caused by converting the AO to a new data system. In July of 2009, parts of this NOI were split off into a separate project which will be addressed by a modification to Chevron's tanks AO, which is currently listed as DAQE-AN0101190073-08. The remainder of the NOI is addressed by this modification and covers the following projects:
- An increase in the maximum heating value of the VGO furnace to reflect actual conditions
- Correction of the equipment number of Boiler F11006 (previously identified as F32006)
- Replacement of Cooling Tower #2 with a more efficient cooling tower
- Addition of a 335 HP emergency generator to be included in the miscellaneous diesel-fired equipment list
- Addition of a fines bin at the FCCU
- Changing the SRU listing to correctly show its inclusion in the NOx cap sources and exclusion from the SO2 cap sources
- Imposing a new FCCU SO2 limit as required by Consent Decree C03-04650 and the removal of the FCCU from the SO2 and NOx cap sources
- Changing the SO2 and NOx calculations to use the installed CEMs required by Consent Decree C03-04650 and regenerator flow rate as calculated in 40 CFR 63 Subpart UUU
In addition a ten barrel per day Skid Alkylation Process Pilot Plant is being installed on an experimental basis. As the pilot plant has no emissions other than those covered by Chevron's existing LDAR program no AO is required for this equipment.
With the exception of SO2 the emissions at the Chevron refinery will not change as a result of this modification. The combined SIP cap and FCCU emissions of SO2 are expected to decrease by 121.9 tons per year, and are estimated at 200 tons per year .

This Approval Order (AO) is issued for the purpose of operating portable equipment that belongs to the non-metallic mineral processing industry, including aggregate plants. Sets of equipment chosen from the equipment approved in this AO shall be temporarily operated for a period of not more than 180 operating days in any calendar year at any site. A relocation shall not exceed 365 consecutive days at any location in the State of Utah. Prior to commencement of operation at a site, the source shall submit a Notice of Temporary Relocation to the Executive Secretary. If the plant operates at a site in compliance with the AO, the Notice of Temporary Relocation, and the Temporary Relocation Approval Letter, dispersion modeling results have determined that there will be no adverse impacts on air quality at the nearest residence or commercial establishment. Compliance with the opacity limits and various operating practices listed in the conditions of the AO shall be considered as application of Best Available Control Technology (BACT). The emission control measures listed in the conditions of this AO shall apply to all of the sites at which the equipment approved by this AO operates. The source may be required to adopt additional measures for controlling emissions to address site-specific concerns. This AO shall indicate whether the equipment is subject to the New Source Performance Standard (NSPS), 40 CFR Part 60, Subpart OOO. The Temporary Relocation Approval Letter, which the source is required to possess prior to operation, shall list the allowable emissions and/or production limits for the relocation. This AO limits the source to emissions, which are below the major source threshold, making it a "Synthetic Minor" source. Other applicability factors may still apply. The terms and conditions of this AO are enforceable by both the State of Utah and the Federal Government.

Silver Eagle Refining - Woods Cross Inc.
Silver Eagle Refining - Woods Cross Inc.: Petroleum Products Refining – 2355 So. 1100 West, Woods Cross, UT, Davis County
On March 31, 2009 Silver Eagle Refining – Woods Cross Inc. (Silver Eagle) submitted a Notice of Intent (NOI) to replace the structure and packing material of the north cooling tower (Cooling Tower #1). No emissions increases are anticipated as a result of this change, and the total replacement cost is less than 50% of the cost of a new cooling tower. In addition, the NOI also requested a replacement for heater HTR-50401. The currently permitted heater is a small 1.5 MMBTU/hr hot-oil heater, but has been found to be inadequate for this task. A larger 4.23 MMBTU/hr heater will be installed, with an expected increase in potential emissions of less than 1 ton/yr for all criteria pollutants and a commensurate increase in individual HAPs.
On April 17, 2009, under separate cover, Silver Eagle submitted a NOI requesting a change in service for a previously permitted heater. The heater was originally approved on March 29, 2005 in an Approval Order covering the construction of a hydrotreater unit. On September 26, 2006 Silver Eagle informed the Utah Division of Air Quality that the hydrotreater had not yet undergone construction. As of the date of this latest request, the hydrotreater has not been installed. Silver Eagle would like to use the heater, currently designated as FUR-100001, as an isomerization stabilizer heater (new designation HTR-50402) in the existing isomerization unit. This proposed change in service will not increase the potential emissions from the Silver Eagle Refinery which are as follows:
19.0 tons per year of PM10
125.1 tons per year of NOx
68.1 tons per year of SO2
50.3 tons per year of CO
175.0 tons per year of VOC
Additional information relating to both of these requests was submitted on April 1, 2009 and on July 14, 2009.

To limit emissions from the engine, the engine will be limited to 1,500 hours of operation per year.
The Knudson Pit is located in Box Elder County, which is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. 40 CFR 60 Subparts A (General Provisions), OOO (Standards of Performance for Nonmetallic Mineral Processing Plants), and IIII (Standards of Performance for Stationary Compression Ignition Internal Combustion Engines) regulations; and 40 CFR 63 Subparts A (General Provisions) and ZZZZ (National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines) regulations apply to this source. 40 CFR 61 regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source, and this source is considered a Title V Area Source.
Emissions previously calculated for the facility included emissions from mobile sources. Emissions from mobile sources were not included in this AO. Due to the removal of mobile source emissions and addition of new equipment, the potential emissions, in tons per year, will change as follows: PM10 + 0.66, NOx + 27.08, SO2 + 0.23, CO + 6.00, VOC + 0.50, HAPs + 0.01

EnCana Oil and Gas (USA), Incorporated (EnCana) has requested a change to their Approval Order DAQE-AN0034013-05, to modify the permit condition at the Lisbon Gas Plant. The condition change will allow EnCana to flare the acid gas stream prior to the Sulfur Enrichment and Injection system or when the injection system is offline for its semi-annual maintenance. The Lisbon Gas Plant was constructed in 1964 and has grandfathered equipment from 1964 and 1966. Some of the grandfathered equipment has since been equipped with controls to lower emissions. The Lisbon Gas Plant is a major PSD source and a major Title V source with a Title V permit. This modification will result in an emissions decrease. The following are the decreases: -33.11 Tons Per Year (TPY) of NOx, -1481.19 TPY of SO2 and -366.17 TPY of CO. The Plant wide permitted emissions are as follows: 121.62 TPY of NOx, 111.81 TPY of SO2, 661.75 TPY of CO, 250.39 TPY of VOC and 7.42 TPY of combined HAPs.
The EnCana's Lisbon Gas Plant is subject to the following NSPS's; 40 CFR 60, New Source Performance Standards (NSPS) Subpart A, 40 CFR 60.1 to 60.18, Subpart Dc - 40 CFR 60.40c to 60.48c (Standards of Performance for Small Industrial Steam Generation Units), Subpart KKK - 40 CFR 60.630 to 60.636 (Standards of Performance for Volatile Organic Liquid Storage Vessels), Subpart LLL - 40 CFR 60.640 to 60.648 (Standards of Performance for Onshore Natural Gas Processing. The fractionation segment of the plant is exempt from subpart KKK 40 CFR 60.630 to 60.636. Title V applies to this source and this modification will result in a Title V amendment. The estimated emissions from this modification do not exceed the threshold levels established in DAQ's modeling guidelines and are below major significance levels. Since there is equipment being added with a BACT analysis associated with this proposal, a 30-day public comment is required.

SOLID AND HAZARDOUS WASTE
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has received a draft Site Management Plan (SMP) for the closed former Pennzoil Roosevelt Refinery-Quaker State Company. The SMP establishes requirements for management of specific risks at the site.

AIR QUALITY
Oso Oil and Gas Properties, LLC (Oso), owner and operator of the Emma Park natural gas treatment plant has requested to modify the plant by installing additional equipment. They propose to install a gas dehydration unit and an amine unit. Neither of these new plant facilities will allow production to increase.
The plant will consist of three internal combustion engines, a dehydration unit, an amine unit, a flare device, a nitrogen rejection unit, two oxygen rejection units, and four separation vessels. The Emma Park gas treatment plant is capable of processing as much as 8,900,000 cubic feet of natural gas per day.
The emissions, in tons per year, will change as follows: NOx (+ 1.25), CO (+ 1.11), VOC (+ 1.56)
The changes in emissions will result in the following potential to emit totals, in tons per year: NOx = 25.10, CO = 27.70, VOC = 13.00, HAPs = 4.24
The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Approval is recommended.
