Preliminary Program Concept for Utah Performance Track-Type Program

(to be used as basis for future discussion only - no final agreements reached)

 

- voluntary program

- membership via application

 

- objective of all aspects of program:

- encourage continually improving environmental performance

 

- Tier 1 - commitment to improve environmental performance and plan for getting there

 

- Tier 2 - “EMS” (not defined yet) implemented

 - ongoing projects to improve environmental performance

 - document progress

 

- Tier 3 - “Environmental Heroes”

- demonstrate leadership (eg, life-cycle assessment, sustainability, performance indicators, pilot P2 projects, active mentoring, etc.)

- demonstration of history of environmental performance results

- membership to be decided by committee with broad range of interests

NJ - 3 tiers:

- silver - 8 different plans required

- silver 2 - emissions thresholds by industry/ pilot projects

- gold - note designed yet

 

NM - 3 tiers:

- 1 - open to anyone - recognition

- 2 and 3 - entry based on score calculated from application

   - performance-based EMS system required

   - scoring based on 7 elements

 

GA - 3 tiers:

- 1 - recognition

- 2 and 3 - percentage reduction of pollution

   - needs to increase each year


WI - 2 tiers:

- entry level - compliance

- 2 - established EMS

 

OR - 3 tiers:

- anyone/ limited time period for membership

- EMS/ ISO 14001-type

- leader - advanced environmental improvements

 

ID - 4 tiers (called 3 tiers):

- application reviewed by committee/ P2 focus

- broader requirements

- nominated by peers

 

VA - 2 tiers:

- interest in establishing EMS

- active EMS/ yearly review

 

SC - all voluntary

- board/ committee reviews

- commitment to reducing waste stream, etc.

 

AZ - broad membership

- EMS

- management-approved environmental policy

 

TX - 2 tiers for business:

- measurable goals, environmental improvement

- systems to ensure compliance

      - 1 tier for “advocates”

- promote program/ outreach

 

MI - single tier:

- voluntary

- EMS/ P2 program/ compliance

 

LA - single tier:

- voluntary

- 4 guiding principles

- annual goal - reduce emissions

 

IN - 2 levels:

- 1 - permitted and in compliance

- EMS or P2 project, or governor’s award

 


CO - 1 tier
